According to news from the Heilongjiang Provincial Commission for Discipline Inspection and Supervision on June 6: Wang Shaochen, former member of the Standing Committee of the Harbin Municipal People’s Political Consultative Conference and former director of the Culture, History and Learning Committee of Harbin, Heilongjiang Province, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervisory investigation by the Harbin Municipal Commission for Discipline Inspection and Supervision.
Public information shows that Wang Shaochen, male, was born in March 1966, Han nationality, from Harbin, Heilongjiang, a member of the Communist Party of China, university, bachelor's degree, joined the party in June 1994, and started working in August 1989. He once served as Secretary of the Party Leadership Group of the Harbin Federation of Supply and Marketing Cooperatives, Director of the Federation Council, and Director of the Harbin Industry and Information Technology Bureau.
In January 2024, Wang Shaochen was appointed as the director of the Culture, History and Learning Committee of the Harbin CPPCC Committee. On February 7 this year, he was dismissed as director of the Harbin Municipal Industry and Information Technology Bureau.

On August 29, 2023, Jiang Guowen, the former party secretary and chairman of the Harbin Municipal People's Political Consultative Conference, was sentenced to life imprisonment at the first instance by the Hulunbuir City Intermediate People's Court in the Inner Mongolia Autonomous Region, deprived of political rights for life, and confiscated all personal property.
The court found after trial: From 2005 to 2019, the defendant Jiang Guowen used his positions as deputy secretary-general of the People's Government of Heilongjiang Province, member of the Standing Committee of the Harbin Municipal Party Committee and Secretary of the Discipline Inspection Commission, deputy secretary of the Municipal Party Committee and Secretary of the Discipline Inspection Commission, and secretary and chairman of the Party Leadership Group of the Municipal Political Consultative Conference in Harbin, Heilongjiang Province. To provide convenience to relevant units and individuals in matters such as project contracting, project promotion, case execution, job promotion, etc., they illegally accepted property from others directly or through their relatives, totaling more than 103.9 million yuan.
