Villagers have repeatedly reported the situation to the town government. Si Yingyuan, the Secretary of the Party Committee of Xingjing Town, Xixia District, Yinchuan City, Ningxia, repeatedly said, "I'm busy today, I can't care about it today." A police officer who went to the scene revealed that the person who instructed people to dispose of garbage was the then director of the local urban management bureau, and the car body where the garbage was dumped still had the words "Western Xia urban management" written on it.
