In 2020, villagers reported it to multiple local departments, but the matter has not been explained or resolved so far.

On the farmland that should have been vibrant and harvested, there are mountains of garbage piled up, containing various household waste, white waste, and construction waste, some of which are close to the roadside farmland. In order to cover up the truth, even good soil was brought and garbage was buried underground, with a garbage layer of two to three meters below the ground. According to villagers, these garbage have also damaged the local ecological environment and affected other farmland. If left unchecked, the consequences would be unimaginable.

The reporter came to see it, but a team leader faced the camera and said there were no results. Even if there is one, whether it can be seen, who can see it, still needs to ask for permission. Villagers have repeatedly reported the situation to the town government. Si Yingyuan, the Secretary of the Party Committee of Xingjing Town, Xixia District, Yinchuan City, Ningxia, repeatedly said, "I'm busy today, I can't care about it today." The villagers were turned away, claiming that the situation had been delayed for several years. His response was, "I didn't come back then, don't look for me," as if "new officials ignore old accounts." In the end, he even snatched the villagers' phones and demanded that the recorded videos be deleted.

Not only that, local villagers who insist on reporting issues are also being monitored by strangers, taken away and beaten by unidentified individuals, and threatened by phone calls.

A police officer who went to the scene revealed that the person who instructed people to dispose of garbage was the then director of the local urban management bureau, and the car body where the garbage was dumped still had the words "Western Xia urban management" written on it.
