Recently, the Ministry of Culture and Tourism, together with the Ministry of Public Security, has introduced multiple measures to standardize the management of large-scale commercial performances, which has attracted attention from multiple parties. On September 22nd, the Ministry of Culture and Tourism held a press conference to interpret this measure.
Since the beginning of this year, with the implementation of the "Class B and Class B management" policy for epidemic prevention and control, various regions have resumed the acceptance and approval of foreign-related and Hong Kong, Macao, and Taiwan related commercial performances, and the performance market has rapidly recovered, exceeding pre epidemic levels. But with the recovery of the performance market, the problem of scalpers buying tickets for some popular performances has become more prominent, causing consumer dissatisfaction. There are still shortcomings in the supervision of individual performance sites, and further standardized management is needed.
In response to these issues, the Ministry of Culture and Tourism and the Ministry of Public Security have issued a notice on further strengthening the standardized management of large-scale commercial performance activities to promote the healthy and orderly development of the performance market. The Notice specifies that before the approval of large-scale performance activities, they should undergo risk assessment and comprehensive judgment by the provincial cultural and tourism administrative departments and public security organs. The hosting unit of the performance shall conduct a risk self-assessment before applying to hold the performance event.
In response to the issue of scalpers speculating on tickets, Li Jianwei, a first level inspector of the Market Management Department of the Ministry of Culture and Tourism, stated that the "Notice" clearly stipulates the implementation of a real name ticket purchase and admission system for large-scale performance events with more than 5000 people. It requires that the proportion of tickets publicly sold by performance organizers to the market increase from 70% to 85%, and for the remaining 15% of tickets, personal information binding is required 24 hours before the performance to achieve "real name binding and real name admission". At the same time, it is required to strengthen the management of work tickets for the organizers and local venues, to prevent work tickets from entering the market and being illegally traded.

Performance organizers and ticketing agencies that sell less than 85% of the approved number of tickets to the public or provide convenience for reselling tickets or buying and selling performance work tickets during large-scale performance events shall be recognized as dishonest entities in the cultural and tourism market in accordance with the law, and punishment for dishonesty shall be strengthened. The Ministry of Culture and Tourism stated that it will increase its efforts to crack down on the sale of performance tickets through illegal means. Comprehensively collect information on online and offline ticket scalping and speculation, timely discover clues of ticket price increases or disguised price increases, and strictly crack down on illegal and criminal activities such as online and offline ticket scalping and fraud.
The issue of ticket refunds for large-scale performances has also received much attention this year. Li Jianwei stated that the "Notice" requires performance organizers to establish a refund mechanism, set reasonable tiered refund fee standards, and safeguard the legitimate refund rights of ticket buyers. The hosting unit of the performance shall clearly indicate the authorized ticketing agency, guide consumers to purchase tickets from legal channels, and inform consumers of the rules for ticket purchase, admission, and refund.
