Tianjin focuses on cultivating a team of high skilled talents in the new era
Holding his breath, Zhang Honghao stood still and demonstrated: opening the cable, arranging the wire, welding, and terminating... After about 20 seconds, the two fiber cores were tightly connected, and the welding point was right in the middle of the protective facility. Not long ago, at the training venue of Tianjin Electronic Information Technician College, Zhang Honghao was leading students to prepare for the second National Skills Competition Information Network Cabling Project competition.
The diameter of a fiber optic cable is only 8 micrometers, equivalent to 1/10 of a hair. Through thousands of training sessions, Zhang Honghao has developed a keen eye and can accurately determine the optimal cutting angle for the fiber optic cable. As the champion of the first National Skills Competition and in accordance with relevant regulations issued by Tianjin, Zhang Honghao was recently promoted to senior lecturer on an exceptional basis.
The second National Skills Competition was held in Tianjin from September 16th to 19th, with the theme of "Skills for Talent and Skills for the Country". More than 4000 contestants competed in 109 events. As the host city of the competition, Tianjin has vigorously implemented the "Haihe Craftsman" construction project in recent years, deeply promoted the reform and development of vocational education, continuously improved the vocational skills training system, and accelerated the emergence of a large number of highly skilled talents.
"The equipment here is complete and the research atmosphere is strong." Entering the Tianjin Vocational Skills Public Training Center, Zhang Xueqin, a student of the "Craftsman Cultivation Class", was staring at the computer screen, typing out a string of codes with his fingers, directing the robot in front of him to open his "arms".
In 2018, the Tianjin Vocational Skills Public Training Center collaborated with the Haihe Education Park to create an innovative project for cultivating skilled talents called "Craftsman Cultivation". The project aimed to select graduates from vocational colleges throughout the city, and adopted a small class, factory, modular, and project-based training method to establish "Craftsman Cultivation Classes" and hired national level skill masters to teach.
As of now, Tianjin has established one national level public training center, 18 national level high skilled talent training bases, 45 municipal level high skilled talent training bases, 30 national level skill master studios, and 77 municipal level skill master studios based on industrial demand. 488 enterprise training centers have been selected and recognized, and a preliminary skilled talent training system has been formed. In the past five years, Tianjin has provided subsidies for 1.1 million people in vocational skills training.
Based on the coordinated development strategy of Beijing Tianjin Hebei, Tianjin has been positioned as a "National Advanced Manufacturing Research and Development Base". In recent years, relying on the "Haihe Craftsman" construction project, Tianjin has continuously improved the training, use, evaluation, and incentive measures for skilled talents, established and improved a lifelong vocational skills training system, vigorously promoted vocational skills improvement actions, and accelerated the construction of a knowledge-based, skilled, and innovative industrial worker army. As of now, there are 2.73 million skilled talents in Tianjin, of which 840000 are high skilled talents, accounting for 30.8%.
Recently, Zhao Dayu, an employee of Tianjin Rongcheng Xiangtai Investment Holding Group, solemnly received a certificate with the ending number "001" - the first professional technical level certificate for intelligent manufacturing engineering technicians in China. "When I was studying in the 'order class', I was still a student at Tianjin Sino German University of Applied Technology." Zhao Dayu said that by studying customized professional courses in advance and entering the enterprise practical internship, he had mastered many professional technical skills that cannot be learned in textbooks.
In March of this year, Tianjin implemented the "order class" model for the integration of industry and education in intelligent manufacturing for the first time nationwide, with the collaboration of universities, leading enterprises, and digital talent cultivation project training institutions. This has opened up a new path for cultivating skilled talents to help the high-quality development of the manufacturing industry.
Deepening the integration of industry and education, Tianjin emphasizes the important role of industry enterprises in education. In recent years, a total of 193 industry education integrated enterprises have been cultivated, and vocational colleges have jointly established 55 industrial colleges and technology engineering centers with companies such as Huawei and JD.com. Six national demonstration vocational education group training units have been established, and vocational colleges have trained over 400000 enterprise employees annually.
Recently, the Implementation Opinions of Tianjin on Strengthening the Construction of High skilled Talent Teams in the New Era were officially issued, with 29 specific measures to further strengthen the construction of high skilled talent teams. "By the end of the 14th Five Year Plan, the proportion of skilled talents in employment will exceed 40%, and the proportion of highly skilled talents in skilled talents will exceed 35%." The relevant person in charge of the Tianjin Municipal Human Resources and Social Security Bureau stated that Tianjin will further improve the training system for skilled talents, encourage the growth and success of workers, and promote the formation of a good social atmosphere of labor glory, valuable skills, and great creation.
