According to the website of Hainan People's Congress, on September 19th, the 6th meeting of the Standing Committee of the 7th People's Congress of Hainan Province decided to appoint Bater as the Vice Governor of Hainan Provincial People's Government.
Previously, Bater was a member of the Standing Committee and Secretary General of the Hainan Provincial Committee.
According to the official resume, Bater, male, Mongolian, born in February 1967, holds a master's degree in economics and is a member of the Communist Party of China.
Bater has been working at the Ministry of Land and Resources for a long time. In 2013, he went to Hainan and served as a member of the Standing Committee and Deputy Mayor of Haikou City. After his temporary employment ended in 2015, he stayed in Haikou and continued to serve as a member of the Standing Committee of the Municipal Party Committee and Deputy Mayor.
In April 2017, Bater was appointed as the Secretary of the Party Group and Deputy Director of the Hainan Provincial Department of Land and Resources, and in February 2018, he became the Director. In September of the same year, he was transferred to the position of Party Secretary and Director of the Emergency Management Department of Hainan Province. In November 2021, he was appointed as the Party Secretary of the Hainan Provincial Department of Transportation, and in December of the same year, he was appointed as the Director.
In April 2022, the Hainan Provincial Party Committee was replaced, and Bater was elected as a member of the new Provincial Party Committee Standing Committee and later concurrently served as the Secretary General of the Provincial Party Committee.
After Bater assumed the position of Deputy Governor, the leadership team of the Hainan Provincial Government was composed of 10 people, including Governor Liu Xiaoming, 6 Deputy Governors, member of the Provincial Government Party Group Liu Pingzhi, Director of the Provincial Government Advisory Office Liu Dengshan, and Secretary General Fu Xuanchao.
Except for Bater, the other vice governors of Hainan Province are Ni Qiang, Xie Jing, Chen Huaiyu, Cai Chaohui, and Gu Gang. Among them, Gu Gang, born in April 1977, is the youngest deputy governor in the country.
In June this year, Shen Danyang, a member of the Standing Committee of the Hainan Provincial Party Committee and Executive Vice Governor, was appointed as the Deputy Secretary of the Hainan Provincial Party Committee; In July, he concurrently served as the Secretary of the Political and Legal Affairs Committee of the Provincial Party Committee and resigned from the position of Deputy Governor of Hainan Province. Shen Danyang is currently an alternate member of the 20th Central Committee, Deputy Secretary of the Hainan Provincial Party Committee, and Secretary of the Provincial Political and Legal Affairs Committee.
According to the open resume, Shen Danyang, male, Han nationality, was born in February 1965 in Zhao'an, Fujian Province, with an on-the-job postgraduate degree, a doctor's degree in economics, and a researcher. He started working in July 1985 and joined the CPC in June 1985. Shen Danyang once served as the Director of the Secretariat of the International Trade Negotiators of the Ministry of Commerce and the Deputy Director of the General Office; Director of the Policy Research Office of the Ministry of Commerce, concurrently serving as the spokesperson for the Ministry of Commerce. In July 2018, Shen Danyang was appointed as a member of the Party Group of the People's Government of Hainan Province, and one month later became the Deputy Governor of Hainan Province. Starting from March 2021, Shen Danyang was appointed as a member of the Standing Committee of the Hainan Provincial Party Committee, Deputy Governor and Deputy Secretary of the Party Group of the Provincial People's Government.
Previously, the Secretary of the Political and Legal Affairs Committee of the Hainan Provincial Party Committee was also concurrently held by the Deputy Secretary of the Hainan Provincial Party Committee. Public reports show that Xu Qifang, who previously served as the Deputy Secretary of the Hainan Provincial Party Committee and Secretary of the Political and Legal Affairs Commission, has become the Deputy Minister of the Organization Department of the Central Committee and the Director of the National Civil Service Bureau.
