On the 20th local time, the United Nations Security Council held an open debate on "Maintaining Peace and Security in Ukraine". UN Secretary General Guterres once again urges all countries to recommit themselves to fulfilling their obligations under the UN Charter, do their part to prevent further escalation of the Russia Ukraine situation, and lay the foundation for sustainable peace.
Guterres pointed out that the United Nations Charter is a roadmap towards a more peaceful world, and tools and mechanisms based on the principles of the Charter serve as a guiding manual for conflict resolution. He urged all governments to recommit themselves to fulfilling their obligations under the United Nations Charter and to consider the proposals for new frameworks and tools in the New Agenda for Peace. At the same time, he pointed out that the Russia-Ukraine conflict is intensifying geopolitical tension and division, threatening regional stability, intensifying the nuclear threat, and creating deep cracks in an increasingly multipolar world. He urged all countries to contribute their efforts to achieving peace, prevent conflicts from escalating, and resolve them through dialogue and negotiation.

The United Nations continues to strive for a just and lasting peace in Ukraine in accordance with the Charter, international law, and General Assembly resolutions. We are fully committed to safeguarding Ukraine's sovereignty, independence, and territorial integrity within internationally recognized borders. This war has caused infinite suffering, and if it continues, it may lead to further escalation of danger. There is no choice but to engage in dialogue, diplomacy, and a just peace.

Ukrainian President Zelensky criticized the United Nations for failing to play a role in conflict prevention in his speech at the meeting and called for Russia to be deprived of its veto power in the Security Council. He also said that he would submit to the Security Council a ten point peace plan to end the conflict between Russia-Ukraine conflict, and also called on all governments to support the plan, including requesting Russia to withdraw its troops and pay compensation.
Russian Foreign Minister Lavrov stated in his speech that the veto power is an absolutely legitimate tool stipulated in the United Nations Charter. However, Western aggression groups have been using the theme of abuse of veto power, mistakenly focusing their attention on United Nations member states.
