The newly appointed Defense Minister Umerov has been in office for half a month, and the Ukrainian Ministry of Defense has undergone a major overhaul. On September 18th, the Ukrainian government announced that six deputy defense ministers, including Maria, have been dismissed from their positions. The dismissal list does not include the First Deputy Minister of National Defense, Pavliuk.
The Ukrainian government did not explain why these six deputy defense ministers were dismissed.
The conflict between Russia and Ukraine is stalemate, and the Ukrainian army's counterattack is weak. Ukrainian President Zelensky previously stated that a counterattack would not bring a "satisfactory outcome" to Kiev, and acknowledged that the Ukrainian military suffered significant losses. Zelens dismissed Leznikov from his position as Minister of Defense at the beginning of the month and was replaced by Umerov. Umerov was previously the head of the Ukrainian National Property Fund and, who had studied in the United States for a long time, was known for his extensive international background, but was questioned for having "no connection to the Ministry of Defense, military, or military.".
"According to the Ukrainian Administrative Law, if a minister resigns or is dismissed, the dismissal of a deputy minister also complies with legal provisions." Cui Heng, a lecturer at the China Shanghai Cooperation Organization International Judicial Exchange Training Base at Shanghai University of Political Science and Law, told a Beijing Daily client reporter that Ukraine implements a ministerial responsibility system, and when new ministers take office, they usually promote their own team to form a department leadership team to avoid constraints within the department.
Former Ukrainian Defense Minister Leznikov stepped down over a corruption scandal related to military food and clothing procurement. The Ukrainian Ministry of Defense has been exposed to purchasing food for Ukrainian soldiers at two to three times the price, and using similar methods when purchasing bulletproof vests, helmets, jackets, and pants. After taking office, Umerov announced that he would conduct a comprehensive audit and stated that the Ministry of Defense will promote the transformation of Ukraine's defense system, with the main task being to combat corruption and provide as many contracts as possible for Ukrainian arms manufacturers.
Cui Heng said that in the large-scale corruption of the Ukrainian Ministry of Defense that led to the resignation of Leznikov, several deputy ministers who were replaced may also be difficult to get rid of. The reshuffle of the entire Ministry of National Defense is directly related to the weak counterattack of the Ukrainian army. Zelensky needs someone to step forward and take the blame, and the Ministry of National Defense, which has long been deeply mired in corruption, is a suitable role. Due to undertaking combat command tasks, the Ukrainian Army Headquarters and General Staff, also plagued by corruption scandals, will not easily switch positions.
A survey jointly conducted by a Ukrainian charity foundation and the Kiev Institute of International Sociology in July this year revealed that 78% of Ukrainian adults believe that President Zelensky is "directly responsible" for corruption in Kiev. German Foreign Minister Berbok also stated during his recent visit to Kiev that Ukraine needs to increase its efforts to combat corruption.
How will the major overhaul of the Ministry of National Defense affect the situation on the Russian Ukrainian battlefield? In Cui Heng's view, the Ukrainian Ministry of Defense does not command operations, and this blood change has little impact on the ongoing conflict. The eradication of corruption in arms procurement will not have any effect. "The nature of the Ukrainian regime is that it is an agent regime supported by oligarchs and compradors, and those who are supported to hold important positions are themselves agents. If they do not participate in transactions and are not corrupt, they will not receive promotion opportunities."
Regarding the issue of corruption in Ukraine, some Western diplomats have bluntly stated that it is still "concerning" and may hinder Ukraine's efforts to seek membership in the European Union. Zelensky has been exposed for setting up an offshore company with his business partners to purchase luxury properties in central London. Supporters of former President Poroshenko have accused Zelensky and his accomplices of using offshore accounts to evade taxes. What is even more regrettable is that the new Minister of Defense, Umerov, has also been revealed to be under investigation for allegedly committing crimes in his previous position.
On September 19th, Umerov will meet for the first time with US Secretary of Defense Austin and Chairman of the Joint Chiefs of Staff Miley at the Ukrainian Defense Contact Group meeting held at the US Ramstein Air Force Base in Germany.
The United States is considered the mastermind behind the current round of changes in the Ukrainian Ministry of Defense. Military expert Song Zhongping told a Beijing Daily client reporter that Umerov's appointment as Minister of Defense was not so much an appointment by Zelensky as an appointment by Americans. The six dismissed Deputy Ministers of Defense are all close confidants of Zelensky, while Umerov will insert relevant personnel into the Ministry of Defense according to US intentions. Song Zhongping believes that cracking down on corruption may only be an excuse for this major overhaul. The real reason is that the US lacks confidence in Zelensky and has carried out a larger personnel layout within Ukraine. In the future, it may push Umerov to replace Ukrainian military commander Zaluzhne.
"Although the Ministry of National Defense is a civilian department, it can connect with the military below and the president above. With the support of the United States and NATO, Umerov is indeed capable of doing many things," said Song Zhongping.
