On September 20th, at the theme forum for the 10th anniversary of the construction of China's pilot free trade zones, 21 pilot free trade zones across the country jointly issued an initiative to better implement the strategy of upgrading the pilot free trade zones proposed by the 20th National Congress of the Communist Party of China.

At present, 21 pilot free trade zones have been established in China, forming a pilot pattern covering the east, west, north, south, and central regions. After 10 years of active exploration and comprehensive construction, the pilot free trade zone has adhered to institutional innovation as the core, boldly tested, boldly challenged, and independently improved, fully playing the role of a pilot field for reform and opening up.

On the occasion of the 10th anniversary of the construction of the pilot free trade zone, the 21 pilot free trade zone initiatives will work together to promote high-level institutional openness, focus on promoting high-quality economic development, actively integrate and serve major national strategies, and focus on improving the level of coordination and linkage of the pilot free trade zone, in order to further promote the construction of the national free trade zone.

Actively connecting with international high standard economic and trade rules, accelerating the implementation of higher levels of freedom and convenience in goods trade, leading innovative development in service trade, deepening reform and opening up in key areas, exploring the construction of new models for cross-border data management, and connecting with "post border" rules, etc., actively piloting, collaborating to build an institutional system and regulatory model that is connected with international high standard economic and trade rules, jointly creating a market-oriented, rule of law, and internationalized first-class business environment, taking the lead in steadily expanding institutional openness in rules, regulations, management, standards, and other areas, and building a sound new open economy system.

Fully, accurately, and comprehensively implementing the new development concept, fully leveraging the advantages of the pilot free trade zone in promoting reform and development through high-level opening up, better utilizing both international and domestic markets and resources, creating more high-energy open platforms, promoting deep integration of openness and innovation, strengthening new driving forces for modern industrial development, enhancing the endogenous power and reliability of domestic circulation, improving the quality and level of international circulation, and better serving the construction of a new development pattern.

4、 Actively integrating and serving major national strategies. Give full play to the opening advantages, functional advantages, platform advantages and characteristic advantages of their respective trade pilot zones, better serve the major regional strategies such as the coordinated development of Beijing Tianjin Hebei, the development of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, the construction of the Guangdong Hong Kong Macao Bay Area, the integrated development of both sides, the ecological protection and high-quality development of the Yellow River basin, better link the construction of a global oriented high standard free trade zone network, and better promote the high-quality development of the "the Belt and Road".

5、 Efforts will be made to enhance the level of collaborative linkage in the pilot free trade zone. We fully support the Office of the Inter Ministerial Joint Conference of the State Council Pilot Free Trade Zone to better play a coordinating role, accelerate the formation of a strong joint force to promote the construction of the pilot free trade zone, and jointly focus on tackling and breaking through major reform and opening up pilot tasks.
