Jiangxi Provincial People's Government and Ministry of Natural Resources:
We have received the request from the Ministry of Natural Resources for approval of the Jiangxi Provincial Land and Space Plan. The following approval is hereby given:
1、 Agree in principle to the Land and Space Plan of Jiangxi Province. The Plan is a guide for spatial development and a blueprint for sustainable development in Jiangxi Province. It is the basic basis for various development, protection, and construction activities. Please organize and implement it carefully. Jiangxi Province is located in the middle and lower reaches of the Yangtze River, connecting the east and the west. It is an important region that supports the rise of the central region and the development of the Yangtze River Economic Belt and other national strategies.
2、 Building a solid spatial foundation for safe development. By 2035, the total amount of arable land in Jiangxi Province will not be less than 40.0459 million mu, of which the protected area of permanent basic farmland will not be less than 35.4543 million mu; The ecological protection red line shall not be less than 41200 square kilometers; The expansion multiple of urban development boundaries should be controlled within 1.3 times the scale of urban construction land based on 2020; The decrease in land use area for construction per unit of GDP shall not be less than 40%; The total amount of water used shall not exceed the national quota, with no more than 26.23 billion cubic meters in 2025. Clarify the key areas for natural disaster risk prevention and control, implement strategic mineral resources, historical and cultural protection and other safety protection spaces, and comprehensively anchor the spatial bottom line of high-quality development.
3、 Build a national spatial system that supports the new development pattern. We will deepen the implementation of regional coordinated development strategies, major regional strategies, main functional area strategies, new urbanization strategies, and rural revitalization strategies, and promote the formation of a new pattern of national spatial development and protection with clear main functions, complementary advantages, and high-quality development. Improve the network of opening-up channels in southeastern, northwestern, and southwestern Jiangxi, coordinate the high-quality development of the Yangtze River Economic Belt, deeply connect with the integrated development of the Yangtze River Delta and the construction of the Guangdong Hong Kong Macao Greater Bay Area, and write a new chapter in Jiangxi's modernization construction.
4、 System optimization of national spatial development and protection pattern. Utilize regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies. Consolidate grain production bases such as the Poyang Lake Plain, Ganfu Plain, and Jitai Basin, leverage the advantages of green ecological resources, build demonstration bases for green organic agricultural products, optimize village layout by classification and zoning, and promote rural revitalization. Strictly control the space of rivers and lakes, coordinate the protection and restoration of Rivers and Lakes such as the Yangtze River, Poyang Lake and Ganjiang River, and restore and reconstruct typical wetland vegetation, important species and their habitats. Supported by the Nanchang metropolitan area, as well as the Shanghai Kunming and Beijing Kowloon urban development belts, we will build an inland open economic pilot zone in Jiangxi to support the revitalization and development of the former Central Soviet Area in southern Jiangxi. Accelerate the integration and optimization of development zones, ensure the development space of the real economy and advanced manufacturing industry, create urban and rural living circles, and promote ecological livability and green development in urban areas. Based on the "one map" of national spatial planning, strengthen the spatial coordination of infrastructure, and build a modern infrastructure network. We will improve the space protection mechanism for cultural heritage and natural heritage, strengthen the overall protection and systematic activation and utilization, protect various cultural relics such as Lushan Mountain and Mount Wuyi World Heritage, strengthen the protection and inheritance of red cultural heritage such as revolutionary base areas, build a space system for the overall protection of cultural resources, natural resources and landscape resources, promote the integration and development of historical culture, natural ecology and urban and rural areas, and highlight the regional characteristics of Jiangxi.
5、 Maintain the seriousness and authority of planning. The "Plan" is a comprehensive arrangement for the land and space of Jiangxi Province, which is a policy and general outline for the protection, development, utilization, and restoration of provincial land and space. It must be strictly implemented, and no department or individual may arbitrarily modify or violate regulations. According to the requirements of regular physical examinations and five-year evaluations, we will improve the monitoring, evaluation, and early warning mechanisms for the implementation of national spatial planning at all levels and types, and use the results of planning evaluations as an important basis for supervision and assessment of planning implementation. Establish a sound linkage mechanism for planning supervision, law enforcement, and accountability, and implement full lifecycle management of planning.
6、 Ensure effective planning and implementation. The People's Government of Jiangxi Province should strengthen organizational leadership, clarify the division of responsibilities, improve work mechanisms, and improve supporting policies and measures. Ensure the issuance and disclosure of the Plan, and strengthen social supervision. Organize and complete the overall planning, detailed planning, and relevant special planning of local land and space at all levels, accelerate the formation of a unified land and space planning system, and coordinate the development and protection of land and space. Strengthen guidance and constraints on infrastructure such as water conservancy, transportation, energy, agriculture, information, and municipal administration, as well as special plans for public service facilities, military facilities, ecological environment protection, cultural relics protection, forestry and grassland, coordinate contradictions and conflicts on the "one map" of national spatial planning, and reasonably optimize spatial layout. Establish and improve the system of provincial, municipal, and county land and spatial planning committees, and play a coordinating role in the implementation and management of land and spatial planning. According to the requirements of "unified base map, unified standards, unified planning, and unified platform", improve the "one map" system and basic information platform of national spatial planning, build a monitoring network for the implementation of national spatial planning, and improve the digital level of spatial governance. The Ministry of Natural Resources should closely coordinate and cooperate with relevant parties according to their respective responsibilities, strengthen guidance, supervision, and evaluation, and ensure the achievement of the goals and tasks determined in the Plan. All relevant departments must resolutely implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on the "integration of multiple plans" reform, and not establish other spatial plans outside the national land spatial planning system. Major issues in the implementation of the Plan should be promptly reported and consulted.
