"After signing this framework agreement, the maintenance and upkeep of elevators will finally be settled in the future..." At the signing ceremony of the follow-up maintenance framework agreement for the installation of elevators in existing multi story residential buildings on Nanmatou Road Street, the words of Shi Guan'an, director of the Linyi Six Villages Committee, expressed the hearts of many elevator owners.
Up to now, the South Dock Road Street has signed a total of 70 elevator projects and completed the use of 15 elevators. "One click direct access" effectively solves the problem of residents' difficulty climbing stairs, but the maintenance and upkeep of elevators after the warranty period expires has become a new problem. Gu Wei, the director of the Street Urban Construction Center and the person in charge of the elevator adding work team, admitted, "If the maintenance work of the elevator is not implemented in the later stage, the elevator adding work is like a 'missing corner', and this' corner 'is precisely crucial for residents."
Since the beginning of this year, Nanmatou Road Street has actively explored ways to install elevators for subsequent maintenance of existing multi story residential buildings. In line with the purpose of boldly trying and daring, and benefiting the people, the street has formulated and issued a notice on strengthening the operation, maintenance, and property management of the installation of elevators in existing multi story residential buildings.
This guiding opinion on the street specifies that the added elevators, as new facilities and equipment in the community, will be operated, maintained, and managed by the elevator owners. Subsequent maintenance can be carried out by residents by purchasing elevator usage management insurance or entrusting elevator safety management units, or by entrusting property service enterprises in the community. If entrusting the property service enterprise of this community, the enterprise shall not refuse. In the early stage, the street has evaluated the subsequent maintenance costs of commonly used elevators through a third-party professional organization using three modes of "clear package, half package, and full package", and calculated the guiding price, stipulating that property enterprises must provide standardized services within the guiding price.
At the signing ceremony, the property committees and neighborhood committees of five, six, and seven villages in Linyi signed a framework agreement for the installation and maintenance of elevators with Zhennan Property Company and the street emergency maintenance service station, clarifying the responsibilities and obligations of all parties. For residents who need to add elevators, the biggest highlight of the agreement is not only that "property companies cannot refuse", but also that the street emergency maintenance station is responsible for providing "backup" for elevator maintenance. It is clear that in the event of an emergency, maintenance personnel must arrive at the scene for repair within 20 minutes after receiving the call.
At the same time, in response to the strong professionalism of elevator engineering project acceptance, starting from this year, the street plans to commission a third-party professional supervision unit to fully participate in the project acceptance of each elevator, in order to ensure the quality of elevators and the interests of residents.
The street takes the lead in implementing the follow-up maintenance and upkeep of the elevator, which is another important measure related to the follow-up management of the elevator after the implementation of the beautification project of the elevator entrance and corridor at the end of last year in Nanmatou Road Street. This also marks the initial completion of a "South Wharf Model" elevator construction and operation management system, from intervention in project acceptance, beautification of elevator corridors, to government led follow-up maintenance.
