According to media reports, in recent years, Hainan Province has attempted to establish three statutory institutions beyond the provincial level government sequence in order to break through the current institutional barriers, build an administrative management system and mechanism that is suitable for the free trade pilot zone and the Chinese characteristic free trade port, and establish a more dynamic, open, and efficient institutional environment: the Hainan International Economic Development Bureau, the Hainan Provincial Big Data Management Bureau, and the Hainan Boao Lecheng International Medical Tourism Pilot Zone Management Bureau, which will entrust professional, technical, or socially participatory public services and management functions to statutory institutions. We will focus on exploring new models of economic operation and management led by the government and involving all parties, new ways of economic public services that integrate management into promotion, and new mechanisms for economic resource allocation that prioritize service and efficiency for quality.
Among them, Hainan International Economic Development Bureau is the first in the country to register as a corporate entity, with each initiating unit establishing a council as the decision-making body, fulfilling the responsibilities of investors and management, and fulfilling public service responsibilities in the economic field.
