According to the introduction, "34513" refers to the working methods of 13 rural community property management "three types of models", "four mechanisms", and "five measures" in Gaoqiao Town: "three types of models" refer to the property service entry model, property service special commission model, and property service point order model; The "four mechanisms" are to strengthen the democratic consultation mechanism led by party building, improve the emergency management mechanism of joint logistics and linkage, improve the closed-loop management supervision and evaluation mechanism, and establish a high-quality service incentive and guarantee mechanism; The five measures are to improve hardware infrastructure construction, promote environmental improvement, strengthen the management of migrant populations, improve convenient services at the doorstep, and enrich the innovative connotation of grassroots governance.

Walking in Nantang Village, one can often see two electric tricycles, one of which has a garbage bin placed on it for cleaners to patrol irregularly and pick up and clean up garbage in a timely manner; On the other vehicle, there are security guards who patrol regularly. When they see randomly parked shared bicycles, they will move them away from the transportation and park them neatly on public roads outside the village, making it easier for more people to use.
Nantang Village also revised the village rules and regulations through the village assembly, strengthened the autonomous management of seven major areas including rental housing, vehicle parking, garbage sorting, migrant population, pet keeping, public facilities, and public security, and formed the "Seven Systems" management system to jointly create a "happy Nantang" beautiful home.
The establishment of property management in rural areas has filled many governance gaps, effectively improved the effectiveness of rural governance, and innovated rural governance methods.
