The reporter learned from the Shanghai Maritime Safety Administration that in order to further enhance the dynamic coordination and control capabilities of water transportation between Shanghai and Jiangsu, continuously optimize the business environment, support the high-quality development of port and shipping economy, release the navigation efficiency of the 12.5 meter deep water channel of the Yangtze River, and accelerate the construction of a new pattern of integrated transportation organization for ships entering and exiting the Yangtze River, the Shanghai Maritime Safety Administration and the Jiangsu Maritime Safety Administration jointly issued a notice on several measures for the integration of water transportation organization in Shanghai and Jiangsu. The relevant measures will be officially implemented at the end of this month.
The water bodies of Shanghai and Jiangsu have been at the intersection of rivers and seas since ancient times, with dense ship flows. The level of busy shipping, support for the economy and society, safety risks, and regulatory difficulties all rank among the top in the country. According to data from the maritime department, the daily average ship flow in the Wusongkou area of Shanghai is 3300, and the proportion of ships from the Shanghai section of the Yangtze River to the Jiangsu section accounts for about 60%. In recent years, with the continuous deepening of regional integration in the Yangtze River Delta, the maritime departments of the Yangtze River Delta have continued to deepen cooperation and jointly build a new landscape of maritime integration development.
The Notice proposes to implement a "one program entry and exit" approach for CAPE vessels, based on the principles of "safety priority, efficiency guarantee, fairness consideration, and collaborative services", continuously optimize the allocation of navigation resources in the Shanghai Jiangsu waters, deepen the "one program entry and exit" management service measures for CAPE vessels, achieve "direct entry and exit, direct departure and direct exit" for CAPE vessels entering and exiting the Jiangsu section of the Yangtze River, optimize measures to ensure smooth passage under various meteorological conditions, prioritize the transportation of strategic materials such as grain, ore, coal, and improve the efficiency of vessel navigation and port turnover.
Strengthening the integrated control and linkage of water transportation. Further improve the linkage mechanism between severe weather warning and control, as well as integrated traffic flow control. Before the onset of severe weather, timely exchange of meteorological information and real-time sharing of control information should be carried out; When adverse weather conditions occur, cooperate in implementing ship navigation bans and restrictions, strengthen the sharing and sharing of anchorage resources, and avoid disorderly anchoring and massive backlog of ships; After the impact of adverse weather conditions, coordinated port dredging will be implemented to ensure the safety and smooth flow of water transportation.
For many years, the maritime departments of Shanghai and Jiangsu have actively implemented the deployment of the Ministry of Transport and the China Maritime Safety Administration on the integrated development of maritime affairs in the Yangtze River Delta, deepened the joint supervision of maritime affairs in the Shanghai Jiangsu region, established a water emergency cooperation mechanism in the Yangtze River Delta region, a cross regional fishing vessel search and rescue linkage mechanism in Jiangsu, Zhejiang, Shanghai, and Shandong, integrated management of water transportation organizations in Shanghai and Jiangsu, "one-time vessel positioning report", "non-stop certificate processing" for ship registration in the Yangtze River Delta, and credit information exchange and mutual recognition, among other measures to ensure the integration of regulatory services.

Cao Jie, Deputy Director of the Shanghai Maritime Safety Administration, introduced that in May last year, the Shanghai Maritime Safety Administration and the Jiangsu Maritime Safety Administration jointly signed the "Shanghai Jiangsu Maritime Supervision Service Integration Cooperation Agreement". The maritime cooperation between Shanghai and Jiangsu has now entered a new stage. With vivid maritime practices, the maritime departments of the two regions have achieved fruitful results in maritime supervision, traffic organization, information data, service guarantee, credit management, green development, etc., jointly promoting the integration and high-quality development of the Yangtze River Delta, and assisting the development of the Yangtze River Economic Belt and the construction of a strong transportation country. The recent release of the Notice is also a major step taken by the two regions in promoting the integration of Shanghai and the Soviet Union.
In response to the new trend of shipping development, Shanghai and Jiangsu Maritime are working together to build a safe, green, efficient, and smart water area in the Yangtze River Delta. They are accelerating the integration of land, sea, and air transportation safety guarantee system and the construction of a comprehensive water transportation "big traffic management" system. They are exploring the establishment of a collaborative supervision mechanism for water transportation in the Yangtze River Delta, and upgrading maritime management concepts, models, and facilities in all aspects.
