According to the prediction of the meteorological department, since September 18, due to the influence of vortex shear, there will be heavy to rainstorm in the northeast of Sichuan Basin, southern Shaanxi, Jianghan, southern Huanghuai, Jianghuai, northeastern Jiangnan and other places, and there will be heavy rainstorm accompanied by thunderstorms and gales in some areas. According to the relevant provisions of the National Flood Control and Drought Relief Emergency Plan, the National Flood Control Administration launched a flood control level four emergency response at 20:00 on the 18th for nine provinces including Jiangsu, Anhui, Shandong, Henan, Hubei, Chongqing, Sichuan, Guizhou, and Shaanxi. On the evening of the 18th, the National Flood Control Office dispatched a working group to Chongqing and Sichuan to assist and guide flood control work.
The National Flood Control and Drought Relief Office has issued a notice to the flood control and drought relief command centers of relevant provinces and the flood control and drought relief command centers of the Yangtze and Huai Rivers, requiring close monitoring of heavy rainfall processes, rolling consultations, analysis and scheduling, strengthening inspection and defense of weak links such as river embankments, reservoirs and ponds, and underground spaces, focusing on the prevention of mountain floods and geological disasters, prevention of floods in small and medium-sized rivers, safe flood control in small and medium-sized reservoirs, and emergency response to urban and rural waterlogging. It is necessary to accurately implement a disaster warning "response" mechanism that directly reaches grassroots responsible persons, decisively transfer people in threatened areas in advance, and fully ensure the safety of people's lives and property.
