The maximum design speed is no more than 25km/h, and the mandatory "national standard" for electric bicycles has been revised again
The reporter learned from the Ministry of Industry and Information Technology that today, the Ministry of Industry and Information Technology, together with the Ministry of Public Security, the Ministry of Emergency Management and other departments, publicly solicited opinions on the latest revised "Safety Technical Specifications for Electric Bicycles".
Compared with the current standards, this "new national standard" has made improvements and upgrades in some aspects.
The first is to improve the fire retardant performance, improve the flame retardant requirements of non-metallic materials used in electric bicycles, and limit the proportion of plastic parts used.
Secondly, to prevent illegal modifications, it is clarified that electric bicycle controllers, batteries, and chargers should have mutual recognition and coordination functions to increase the difficulty of tampering from a technical perspective.
In order to ensure riding safety, the test methods of motor rated power and maximum speed have been optimized. The maximum design speed does not exceed 25km/h, and Beidou positioning and real-time communication functions have been added.
In addition, in order to improve the practicality of the product, the weight limit of the vehicle using lead-acid batteries will be relaxed from 55kg to 63kg, and it will no longer be mandatory to install a pedal riding device.
The newly revised standard aims to improve the safety level of electric bicycle products, promote the standardized development of the industry, and protect the lives and property of the people. By optimizing the technical indicators of electric bicycles such as fire retardancy and plastic weight ratio, the risk of fire accidents can be reduced; illegal tampering can be reduced, and traffic accidents caused by speeding can be reduced; dynamic safety monitoring can be used to improve vehicle safety; and the range can be increased to facilitate consumer use.
The Ministry of Industry and Information Technology said that the public solicitation of opinions on the "Electric Bicycle Safety Technical Specifications" will last for one month. The standard text will be revised and improved based on the opinions received, and the review and approval work will be accelerated to strive for early release. After the "new national standard" is officially released, manufacturers will be given a six-month transition period to design and produce new products. In addition, an additional three-month sales transition period will be given to facilitate commercial circulation companies to digest the inventory of vehicles produced according to the old standard.
