Farmers in Qingpu, Shanghai, received the first batch of advance compensation of 2.05 million yuan.
On September 16, Typhoon Bebejia passed through Qingpu, causing a significant impact on agricultural production in Qingpu, especially greenhouse facilities, rice and local vegetables. On September 17, less than 24 hours after the typhoon passed through, 12 agricultural operators in Qingpu received advance compensation from the Shanghai Qingpu Branch of Pacific Anxin Agricultural Insurance Co., Ltd., with a total amount of 2.05 million yuan, which effectively helped farmers speed up reconstruction, resume production and recover losses.
At 15:00 on September 17, at the Shanghai Puxin Fruit and Vegetable Professional Cooperative in Baihe Town, Qingpu District, the person in charge, Zhang Chenwen, received an advance insurance payment of 200,000 yuan from the Qingpu Branch of Pacific Anxin Agricultural Insurance, and began the subsequent repairs of the vegetable greenhouse and replanting of vegetables.
Baihe Town, where Zhang Chenwen is located, is one of the vegetable protection towns in Shanghai. The town has a vegetable planting area of 10,967 mu, and the main varieties planted are Chinese cabbage, lettuce, and lettuce, with an average daily market supply of more than 280 tons. Because it is located in the northwest of Qingpu and is an area where typhoons pass, Baihe Town was greatly affected by the wind and rain brought by Typhoon "Bebejia", and many leafy vegetable planting bases of agricultural cooperatives in the town were damaged to varying degrees.
The reporter saw at the scene that after the typhoon, the top covering film of most vegetable greenhouses was blown away by the strong wind, and some steel structure supports of the greenhouses were broken and fell down by the wind. The green leafy vegetables and seedlings that were about to mature in the greenhouse were exposed to the sun, and the roots were blown out of the soil by the wind, causing them to wilt. Zhang Chenwen, head of the Shanghai Puxin Fruit and Vegetable Professional Cooperative, said: "This typhoon was relatively close to the base. When it passed, the greenhouses suffered obvious losses, especially the film was destroyed. The insurance company also contacted us as soon as possible, concerned about the damage, and promptly transferred the advance compensation to our account, which reduced the financial pressure for the subsequent purchase of film and repair of the greenhouse."
According to the unified deployment of the municipal and district governments on the defense against Typhoon Bebejia, Pacific Anxin Agricultural Insurance Qingpu Branch formulated an emergency plan as early as September 14, established an emergency working group, canceled holiday vacations, and put all employees on standby. At the same time, through telephone, text messages, WeChat, field visits, etc., it reminded insured farmers to carry out pre-disaster risk prevention and risk reduction work such as harvesting vegetables, reinforcing greenhouses, clearing silt and dredging canals. After the typhoon passed on September 16, farmers were contacted as soon as possible to understand the damage, guide farmers to report the case in time, and maintain close communication with the agricultural authorities at the district and street level to refine the emergency response to claims.
On September 17, all employees rushed to the disaster site to carry out insurance post-disaster surveys. So far, 133 reports of agricultural insurance cases have been received from farmers. Pacific Anxin Agricultural Insurance Qingpu Branch quickly established a green claims channel and simplified the claims procedures as soon as possible after the disaster. In accordance with the principle of "active, rapid, accurate and reasonable", it ensured that the compensation was paid quickly, the compensation was paid as much as possible, and reasonable pre-payment was paid, effectively protecting and safeguarding the interests of farmers and helping agriculture to quickly resume production. On the first day of the typhoon's passage, Pacific Anxin Agricultural Insurance Qingpu Branch completed the payment of advance compensation to 12 agricultural operators in the district, with a total of 2.05 million yuan in advance compensation paid. The first advance compensation payment will be received within 24 hours after the typhoon passes.
