A relevant person in charge of the Comprehensive Administrative Law Enforcement Team of Touqiao Street, Fengxian District, told reporters that considering the strong demand for wholesale and trading of fruits and vegetables in Touqiao area, the relevant management departments have started to select the site of the new trading point in the early stage. "From 2 a.m. on August 19, the 'Xinchao Road Vegetable Self-production and Self-sale Control Point' located on the southeast side of the intersection of Daye Highway and Xinchao Road has been officially put into use."

The awnings were connected end to end to form an "L"-shaped corridor. At one end of the "corridor", a garbage disposal area and a hand-washing point were specially set up, and a temporary toilet was installed at the other end. What is more worth mentioning is that in the building opposite the sales area, two rooms were set up for management personnel and pesticide residue detection personnel to work. "In the process of arranging the site, on the one hand, we set up a series of convenient facilities based on the actual needs involved in the transaction process; on the other hand, in order to eliminate the hygiene and food safety problems that are prone to occur in the wholesale of fruits and vegetables, we also made some considerations from the supervision aspect." According to the relevant person in charge of the Comprehensive Administrative Law Enforcement Team of Touqiao Street, monitoring equipment was also installed in the transaction area, connected to the office of the management personnel.

Vegetable farmers who need to enter the point can apply to the village committee where they are located, and then they can set up stalls here from 2 am to 10 am or from 3 pm to 6 pm every day with an "access permit".

The new point has been set up, what does the previous trading area look like? That afternoon, the reporter also went to the intersection of Wahong Highway and Chaoyang Road.

The reporter saw at the scene that on the west side of Wahong Highway, all the parasols and other facilities previously used by the stall owners had been removed, and the road was clean again after the piles of garbage were cleared. Since there were no more stalls occupying the road, both motor vehicles and non-motor vehicles could pass through unimpeded. At the same time, the large scaffolding on the side of Chaoyang Road had also been removed, and the garbage on the ground in front of the factory building that was originally marked as "self-production and self-sales guidance point" had been properly disposed of.

"From August 14 to August 18, we also arranged personnel to carry out publicity for traders who set up stalls here. During the concentrated trading time in the early morning and daytime, a total of nearly 400 notices were issued to fully protect the right of traders to know." At 0:00 on August 19, before the Xinchao Road vegetable self-production and self-sale control point was about to be put into use, the centralized rectification team also carried out special rectification against the stalls set up on Chaoyang Road, Wahong Highway. Under the leadership of the Touqiao Street Security Office, relevant functional departments of the street, the comprehensive administrative law enforcement team, the police station, and the traffic police detachment participated together, with a total of 168 people dispatched. According to the "Shanghai City Appearance and Environmental Sanitation Management Regulations" and other laws and regulations, a total of 29 vehicles of various types were temporarily detained. After the Xinchao Road vegetable self-production and self-sale control point was officially put into operation, the comprehensive administrative law enforcement team also arranged personnel to guard key points every day and conduct uninterrupted inspections on key roads. So far, a total of 77 cases have been filed and investigated. Through the combination of dredging and blocking, the phenomenon of "road trading" has been basically eliminated.

"In the next step, we will further strengthen the control of street order."
