The Municipal Party Committee Organization Department issued a work notice, requiring all districts to coordinate and supervise and guide, and do a solid job in flood prevention and typhoon prevention. As the typhoon landing site, the Pudong New Area District Committee requires all units to strictly implement the leadership shift and 24-hour duty work system, and all street, town and village secretaries are on duty. Before the typhoon landed, Lao Lu, a disabled elderly man living alone in Tinglin Town, Jinshan District, had come to the party and mass service point in the Zhongshan residential area business district for temporary resettlement with the help of party member volunteers. In recent years, more than 12,000 party and mass service positions have sprung up in Shanghai. When Typhoon "Bebejia" hit, the party and mass service positions became a haven for the public to feel at ease. The Party Working Committee of Lingang New Area set up 6 temporary resettlement points for 1,178 evacuees to rest. The Party and Mass Service Station of Lingang Truck Center has been providing service guarantees for truck drivers and their families since September 15, and has resettled more than 130 people so far. The center's 20 party members and employees worked all night to help drivers solve their worries about parking, food and accommodation. 372 party and mass service positions in Chongming District were opened to resettle a total of 2,003 people. Dongping Town relied on party and mass service positions at all levels to set up 7 temporary emergency evacuation resettlement points, providing safe places and materials needed for life for the resettled personnel.
