In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, adhere to the orientation that houses are used for living, not for speculation, adapt to the new situation of major changes in the relationship between supply and demand in the real estate market, focus on the goal of stabilizing land prices, housing prices and expectations, implement classified and precise policies, continue to increase the construction and supply of affordable housing, better meet the rigid and improving housing needs of residents, promote the steady and healthy development of the real estate market in Guangzhou, and resolutely curb speculation, according to the actual situation of the real estate market in Guangzhou, and with the consent of the municipal people's government, the relevant matters are notified as follows:
1、 Optimize housing purchase restrictions and value-added tax exemption periods
Adjust the housing purchase restriction policy of this city to limit the purchase of 2 sets of houses by registered residence households in Yuexiu, Haizhu, Liwan, Tianhe, Baiyun, Nansha and other districts; Non registered residence households who can provide proof of continuous payment of individual income tax or social insurance in this city for two years prior to the date of purchase are limited to purchase one house.
Adjust the exemption period for personal sales of housing value-added tax in districts such as Yuexiu, Haizhu, Liwan, Tianhe, Baiyun, Huangpu, Panyu, Nansha, and Zengcheng from 5 years to 2 years.
2、 Increase the construction and supply of affordable housing
Vigorously accelerate the development of public rental housing, affordable rental housing, and allocated affordable housing.
