On September 14th, a public security case triggered by a passenger dispute occurred on the G2610 train from Taiyuan South Station to Tianjin West Station, which attracted social attention. After accepting the case, the public security organs conducted investigations in accordance with the law, retrieved surveillance videos of train carriages and on-site videos taken by passengers, collected witness testimony, statements of the parties involved, and other relevant evidence, and clarified the facts of the case.
After investigation, at 14:38 on September 14th, passengers Tian, Zhang, his wife, and their daughter, along with three others, boarded the train from Taiyuan South Station with second-class tickets for G2610. At 14:48, passenger Nie, holding a second-class ticket for the same train on the same day, boarded the train from Taiyuan South Station and found a male passenger in his seat. After communication, Zhang immediately got up and returned to his seat. During this period, Zhang did not request to change seats with Nie, and there was no dominant seat behavior. At 16:29, Nie believed that the back seat passenger Tian was disturbing his rest by speaking loudly. He stood up from his seat and turned around to argue with Tian, accusing each other. Tian slapped Nie's right arm with his hand. At 16:31, Nie used his phone to shoot the other person, but his phone was knocked down by Tian. At 16:32, Tian swung his hand at Nie, and both sides then swung and scratched each other. During the process, Zhang tried to dissuade Tian and held down Nie's hands. The train police and train staff should arrive at the scene in a timely manner to persuade and conduct preliminary investigations. Tian and Nie started arguing and the fight lasted for 2 minutes and 52 seconds until it stopped. According to the investigation, the public security organs determined that Tian's behavior constituted an illegal act of beating others. In accordance with Article 43 of the Public Security Administration Punishment Law of the People's Republic of China, Tian was detained for seven days and fined 200 yuan. During the process of persuasion, Zhang assisted Tian in assaulting others, which constituted a joint violation of public security management with Tian. However, the circumstances were relatively minor, and Zhang was able to actively and truthfully state the situation. In accordance with Article 43 and Article 17 of the Public Security Management Punishment Law of the People's Republic of China, Zhang was fined 500 yuan. The illegal act of Nie assaulting Tian was carried out after being beaten by Tian, and the circumstances were particularly minor. He was able to voluntarily admit his mistake upon arrival. According to Article 43 and Article 19 of the Law of the People's Republic of China on Public Security Administration Punishments, Nie will not be punished.
