According to the Guizhou High Court, on September 19th, Wang Shengguang, former Party Secretary and Chairman of the Seventh Metallurgical Construction Group Co., Ltd., was sentenced to 13 years and 6 months in prison and fined 1.2 million yuan in the first instance by the Zunyi Intermediate People's Court for accepting a bribe of 50.38111 million yuan; Confiscate the property obtained from Wang Shengguang's bribery crime and turn it over to the national treasury.
The Governor of Chang'an Street noticed that Liu Zhaoyi and Zheng Qing, two former general managers of Seventh Metallurgical Construction, have been sentenced to 10 years and 9 months and 10 years in prison by the Zunyi Intermediate People's Court in the first instance recently.
On the scene of Wang Shengguang's verdict. Seventh Metallurgical Construction Group Co., Ltd. was founded in 1958 and was established as Guizhou Construction Investment Group Co., Ltd. in July 2023.
According to public information, Wang Shengguang was born in January 1961 in Chengwu, Shandong. He served as the Party Secretary and Chairman of the Seventh Metallurgical Construction Company in February 2011, until his resignation in September 2020.
In January 2023, the TV special film "One Strict to the End - Guizhou Righteousness, Discipline and Anti Corruption" was broadcasted, which focused on analyzing the problem of Wang Shengguang not only failing to fulfill his responsibility of governing the party, but also leading to corruption, seriously damaging the political ecology of enterprises, and leading to a series of corruption cases.

Wang Shengguang repented and said, "I am timid, I shrink back, and I lack the courage to take responsibility." He served as the Secretary of the Party Committee and Chairman of the Seventh Metallurgical Construction Company for more than 10 years, abusing his management power to seek personal gain. Due to his own lack of integrity, Wang Shengguang lost the confidence and responsibility to lead the team, and neglected and even let go of his duties towards team members and subordinates, which became an important factor in the chaotic management of the company and the breeding of a series of corruption.
After trial, the Zunyi Intermediate People's Court found that from 2001 to 2021, the defendant Wang Shengguang took advantage of his positions as the Party Secretary of China Nonferrous Metals Industry Seventh Metallurgical Construction Company, Party Secretary and Chairman of Seventh Metallurgical Construction Co., Ltd., and Party Secretary and Chairman of Seventh Metallurgical Construction Group Co., Ltd. to provide assistance to others in undertaking engineering projects, disbursing engineering funds, and other matters. He illegally received a total of RMB 50.38111 million in property, of which RMB 40.8 million was not actually obtained.
The court believes that the defendant Wang Shengguang's behavior constitutes the crime of bribery, with a particularly large amount of bribery. Considering that some of Wang Shengguang's bribery attempts were unsuccessful and he actively returned the stolen money, all the bribery proceeds have been confiscated, which has a statutory and discretionary lenient punishment circumstance. He can be punished leniently according to law. The court then made the above judgment.
It is worth mentioning that within one day, three provincial management cadres were investigated and two provincial management cadres were "double opened" in the construction of the Seventh Metallurgical Group.
Zheng Qing's case was sentenced at the scene. On January 25, 2022, the Guizhou Provincial Commission for Discipline Inspection and Supervision announced that Wang Shengguang, former chairman of the Seventh Metallurgical Construction Group, Zheng Qing, general manager, and Liu Zhaoyi, former general manager, were investigated, while Liu Honglang, deputy general manager, and Zhang Liangen, former chairman of the labor union, were "dismissed".
On August 31 this year, Liu Zhaoyi was sentenced to 10 years and 9 months in prison and fined 1 million yuan in the first instance by the Zunyi Intermediate People's Court for accepting bribes of 23.6 million yuan.
On September 15th this year, Zheng Qing was sentenced to 10 years imprisonment and a fine of 1 million yuan by the Zunyi Intermediate People's Court in the first instance for accepting bribes of over 12.33 million yuan.
