According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission on June 21, Zhong Ziran, the first "tiger" to be brought down this year, was expelled from the party.
With the approval of the CPC Central Committee, the Central Commission for Discipline Inspection and the National Supervisory Commission have initiated an investigation into serious violations of discipline and law by Zhong Zizai, former member of the Party Leadership Group of the Ministry of Natural Resources and former Secretary of the Party Leadership Group and Director of the China Geological Survey.
Upon investigation, it was found that Zhong Ziran had lost his ideals and beliefs, betrayed his original aspiration and mission, was disloyal and dishonest to the Party, resisted organizational review, did not believe in Marxism-Leninism but believed in ghosts and gods, and engaged in superstitious activities; he ignored the spirit of the Central Committee's eight regulations, accepted gifts and cash gifts in violation of regulations, and accepted banquets that may affect the impartial performance of official duties; he violated organizational principles, did not truthfully report personal matters, did not truthfully explain the problems when the organization inquired, sought benefits for others and accepted property in the selection of cadres and recruitment of employees; he lost his integrity and engaged in power-for-sex and money-for-sex transactions; he was morally corrupt; he used public property for personal gain, used the power of geological survey and mineral development as a tool to make money and accept bribes, engaged in power-for-money transactions, used his position to seek profits for others in business operations, project contracting, and mining rights approval, and illegally accepted huge amounts of property; he violated State confidentiality regulations and intentionally leaked State secrets.
After research by the Standing Committee of the Central Commission for Discipline Inspection and approval by the Central Committee of the Communist Party of China, it was decided to expel Zhong Ziran from the party; cancel the benefits he enjoyed according to regulations; confiscate his illegal gains; and transfer his suspected criminal case to the procuratorate for examination and prosecution in accordance with the law, and transfer the relevant property together.
According to his public resume, Zhong Ziran, male, Han nationality, was born in August 1962 in Tongcheng, Anhui Province. He joined the Communist Party of China in April 1985 and started working in August 1983. Zhong Ziran has served as Director of the Geological Survey Department of the Ministry of Land and Resources; Deputy Director and Deputy Secretary of the Party Leadership Group of the China Geological Survey; Chief Engineer of the Ministry of Land and Resources, Deputy Director of the China Geological Survey; Member of the Party Leadership Group of the Ministry of Land and Resources, Director and Secretary of the Party Leadership Group of the China Geological Survey, Chief Engineer of the Ministry of Land and Resources; Member of the Party Leadership Group of the Ministry of Natural Resources, Director and Secretary of the Party Leadership Group of the China Geological Survey, and President of the Chinese Academy of Geological Sciences.
Zhong Ziran resigned from the above position last year. According to the official website of the China Geological Survey, on September 9 last year, relevant responsible persons from the Central Organization Department attended the leadership meeting of the China Geological Survey and announced the central decision: to remove Zhong Ziran from the position of Party Secretary of the China Geological Survey. A month later, the website of the Ministry of Human Resources and Social Security announced that Zhong Ziran was removed from the position of Director of the China Geological Survey.
Zhong Ziran is the fourth central government official to be expelled from the party this week. On June 17, the Central Commission for Discipline Inspection announced that three central government officials had been punished: Chen Yuxiang, former deputy secretary of the Hebei Provincial Commission for Discipline Inspection and former deputy director of the Provincial Supervisory Commission, was expelled from the party and public office for serious violations of discipline and law; Wang Yixin, former member of the Standing Committee of the Heilongjiang Provincial Party Committee, former deputy secretary of the provincial government’s party group and deputy governor, was expelled from the party and public office for serious violations of discipline and law; and Li Pengxin, former deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee, was expelled from the party and public office for serious violations of discipline and law.
