Qinghai is the "Water Tower of China" and the "Source of Three Rivers". It is one of the most representative areas of biodiversity in my country. Qinghai is a resource-rich province and a strategic province. Its reserves of potassium salt, magnesium salt and lithium salt account for more than 80% of the country. There are 54 ethnic groups in Qinghai, and the minority population accounts for 49.74%. In the overall process of promoting China's modernization, Qinghai's ecological security status, national security status, and resource and energy security status are particularly important.

Qinghai should continue to deepen its understanding of its strategic positioning in the overall national development, accurately grasp its resource endowment and development advantages, take the "three insistences" proposed by General Secretary Xi Jinping as an important starting point and main direction, maintain strategic determination, and turn the grand blueprint drawn by the General Secretary for Qinghai into a beautiful reality step by step. We must always adhere to ecological priority and green development, earnestly implement the Qinghai-Tibet Plateau Ecological Protection Law, and fully implement the requirements of the main functional area planning. The top priority is to protect the "Chinese Water Tower" of the Three Rivers Source, protect biodiversity, enhance water conservation capacity, and create a model of nature reserves with national representativeness and world influence.

Qinghai should fully implement the major policies and guidelines of the Party's ethnic work in the new era, adhere to the main line of forging a strong sense of community for the Chinese nation, carry out extensive work to create ethnic unity and progress, promote the full integration of all ethnic groups, extensive exchanges and integration, and promote the people of all ethnic groups to hold together like pomegranate seeds and create a better life together.
