According to the announcement, on the evening of June 2, 2022, Zhang Yiping, then member of the Standing Committee of the Beita District Committee of Shaoyang City and Director of the District Committee Office, illegally organized Zhang Xiong, then Deputy Secretary General and Deputy Director of the Office of the Shaoyang City Government, Kang Hui, Director of the Comprehensive Fifth Department of the Municipal Government Office, Yang Qifan, Deputy Secretary of the Beita District Committee and Minister of the United Front Work Department, Shao Jiaxiang, a fourth level researcher of the Beita District Government Office, and Huang Jingyu, Director of the Chayuantou Street Office of the Beita District, to have a meal and drink at an internal venue of a private enterprise under the pretext of reporting work.
At around 22:50 on the same day, Yang Qifan was caught driving under the influence of alcohol by the public security organs of Shaoyang City, with a breath alcohol test value of 98mg/100ml. Yang Qifan immediately contacted Luo Wenzhong, a senior police officer at the fourth level of the Shaoyang Traffic Police Detachment, for help. Luo Wenzhong greeted the on-site law enforcement officer and went to the law enforcement scene. After learning that Yang Qifan had been investigated, Chen Guang, then Deputy Secretary of the Chengbu County Committee and Minister of the United Front Work Department, Liu Lang, Standing Committee Member and Deputy District Chief of the Beita District Committee, Li Zaixin, a member of the Beita District Government Party Group, Xiao Kehua, Director of the Municipal Party Committee's General Office, and private enterprise owner Luo Jingteng went to help. The above six people arrived at the law enforcement scene and discussed having Luo Jingteng replace Yang Qifan to the hospital to extract blood samples. Afterwards, on-site law enforcement officers discovered that Yang Qifan may have been "pinned". Under the supervision of the public security organs, at around 3:00 pm on June 3rd, Yang Qifan went to the hospital for investigation and re extracted blood samples.
Zhang Yiping and others ignored the regulations of the Shaoyang Municipal Party Committee prohibiting drinking on working days, and organized and participated in eating and drinking in violation of regulations. Chen Guang and others, knowing that Yang Qifan's drunk driving was suspected of illegal activities, actually participated in finding someone to "top the bag", with a serious nature and a negative impact. In June 2022, with the approval of the Shaoyang Municipal Party Committee, eight individuals including Yang Qifan, Zhang Yiping, Zhang Xiong, Chen Guang, Liu Lang, Li Zaixin, Xiao Kehua, and Huang Jingyu were dismissed from their positions before being investigated and dealt with, and Kang Hui's probationary qualifications were cancelled. According to the investigation, starting from October 2022, Zhang Yiping and Shao Jiaxiang were given party internal warning punishments. Liu Lang, Xiao Kehua, and Luo Wenzhong were administratively detained for 10 days and fined, while Chen Guang and Li Zaixin were administratively detained for 7 days and fined, as well as given party internal warning punishments. In June 2023, the People's Court of Shuangqing District, Shaoyang City ruled in accordance with the law that Yang Qifan committed the crime of dangerous driving and was exempted from criminal punishment. With the approval of the Shaoyang Municipal Party Committee, the Shaoyang Municipal Commission for Discipline Inspection and Supervision has given Yang Qifan the punishment of expulsion from the Party and dismissal from government positions, demoting him to a first-class clerk.
According to the open resume, Yang Qifan, male, Han nationality, from Shaoyang County, Hunan Province, was born in September 1974, started work in July 1997, and joined the CPC in January 2003. Yang Qifan, who has been serving in Shaoyang for a long time, has served as the Deputy Director of the Research Office of the People's Government of Shaoyang City, the Deputy Director of the Bureau of Retired Cadres of the Shaoyang Municipal Committee, and the Director of the Research Office of the Standing Committee of the Shaoyang Municipal People's Congress. He has been serving as the Deputy Secretary of the Beita District Committee of Shaoyang City since July 2021.

This is a typical case that combines violations of the spirit of the Central Eight point Regulations and illegal activities. It reflects that a small number of party members and cadres, under the high-pressure situation of the Party Central Committee and party organizations at all levels emphasizing work style construction, still act their own way and lack respect. Serious investigation and public notification of this issue have once again sounded the alarm for the vast number of party members and cadres.
