In order to explore innovative cases of social governance across the country and explore social governance models with Chinese characteristics, characteristics of the times, and that can be promoted and referenced, the "National Social Governance Innovation Cases" solicitation activity was officially launched in June 2023, jointly organized by the China Society for Social Governance Research, the Institute of Social Governance at Zhejiang University, and the Ministry of Education Zhejiang Provincial Department Collaborative Innovation Center for Social Organizations and Social Governance.

This year's case collection received a total of 727 application cases, covering 26 provinces across the country. After sorting and summarizing, material review, communication review, expert review and other processes, a total of 100 cases were selected and selected as "National Social Governance Innovation Cases".

The case of "Exploring Participatory Grassroots Governance and Building a Social Governance Community" declared by Dongming Road Street has been successfully selected. The street takes the needs of residents as the starting point for governance, takes the design of the "participation" mechanism as the key link, and aims to solve public issues in governance. The whole process of people's democracy is integrated into grassroots governance, highlighting the subjectivity of residents in grassroots governance and continuously improving the standardization and refinement level of governance.

Innovation implementation

Dongming Road Street was established in 1999, with a jurisdiction area of 5.95 square kilometers, 39 residential areas, and nearly 130000 real population. It is a large pure residential community formed by the relocation of residents in the context of the overall planning and development of Shanghai and the development and opening up of Pudong.

Give full play to the leading role of party building and improve the grassroots governance system. The street party working committee implements the development concept of putting the people at the center, practices the concept of "people's cities and people's construction", and constructs a "1+2+3+N" residential area governance system. Guided by the "Juming Xin" Party building project, we will improve the organizational system of five levels of linkage, including "streets, districts, residential areas, micro grids, and building groups". Further leverage the pioneering and exemplary role of community and in-service party members, using party members to lead the masses and promote their active participation in public welfare volunteer services, expressing residents' demands, community consultation and cooperation, and implementing construction projects.

Strengthen top-level design and adhere to prioritizing planning and solutions. The street has always regarded Party building as a red line that runs through participatory grassroots governance. After thorough discussions at the Party member representative meeting and community representative meeting, the "Livable Dongming" People's Community Construction Three Year Action Plan has been formulated and issued. Within this framework, the "Beautiful Community", "Legal Community", "Smart Community", "Safe and Resilient Community", and "Humanistic Community" three-year action plans have been successively introduced, forming a common vision for future life among residents and clarifying the value orientation of community governance.

Pay attention to the mobilization of residents and cultivate the main force of grassroots governance. By combining internal exploration with external introduction, professional teams and grassroots forces, we will strengthen the construction of personnel echelons and create a vivid situation where everyone participates, takes responsibility, and shares benefits. We have focused on cultivating two teams: one is a team of community planners; The other group is grassroots governance experts. For example, Ling Twelve's "Colorful Charm" team is a green protection team composed of retired party members. Since 2017, the team has successfully created 12 community micro landscapes for the street using various waste materials.

Gather the wisdom of the masses and prepare community planning proposals. In 2023, we will promote the collection of participatory community planning proposals on a quarterly basis around the theme of "72 changes in Dongming". Mobilize the enthusiasm of residents to provide suggestions and suggestions for the community, establish and improve the "three linkage" mechanism for converting community planning proposals into construction projects, that is, the medium and large-scale community renovation plans approved by the Economic and Social Council will be uniformly applied for government practical project approval and implementation; Small projects are organized and implemented by residential areas with autonomous funds and included in "micro infrastructure" projects; Mini projects are spontaneously organized and implemented by community residents, regional units, and other fundraising organizations, and all projects are maintained by the autonomous team of the residential area.

Optimize the project operation mechanism and create a closed loop of resident participation. Accelerate the implementation of planning goals into specific projects, and strive to transform community "design drawings" into real-life "reality maps" that residents can see, touch, and feel. Continuously optimizing the project process, emphasizing the subjectivity of residents, forming a closed-loop governance process from demand research to project tracking and evaluation, and integrating the concept of people's democracy throughout the entire process of project implementation.

Extend the scope of work and explore new models of neighborhood governance. Focusing on various neighborhoods within the jurisdiction, exploring the establishment of various deliberation and coordination mechanisms, fully tapping into the resources and advantages of merchants themselves, and injecting more vitality into grassroots governance. Strengthen the construction of neighborhood autonomous networks. Adopting a combination of regional and industry classification, autonomous groups are divided and a council is elected. Play the role of council members as think tanks and promoters, and encourage nearby merchants to participate in the construction of the neighborhood. Build a merchant service platform. Select the intersection of Lane 1141, the busiest node on Lingyan South Road, as the governance workstation to build a communication bridge between the government and merchants, and build a smart communication space between community residents and small businesses - the development center of the block, to jointly create a harmonious business environment at the doorstep. Promote merchant empowerment actions and build a "Fireworks Lingyan Boutique Block" through the six major action plans for block symbiosis.

Improve the grassroots deliberation and consultation platform, and standardize the institutional processes. The street has formulated a "Participatory Community Planning Work Guidance Manual" and a "Whole Process People's Democratic Practice Manual", which provide targeted practical guidance around five categories: public space and environment, mutual assistance services, organization and community vitality, organization and negotiation, and governance difficulties. 10 high-frequency application scenarios have been set up simultaneously, with work flow charts and relevant explanations attached. In response to the problems of weak abilities and limited professional methods in promoting grassroots governance among party organization secretaries, community workers, and community backbone in residential areas, the "Practice Manual" has summarized 11 existing work systems, including party member representative meetings, community representative meetings, building group meetings, "three meetings", and neighborhood meetings, to guide grassroots work in a more standardized manner. At the same time, 19 toolboxes have been designed, including resident opinion consultation boards, topic interaction boards, and topic submission forms, as a supplement to the workflow of application scenarios, to help party organizations in residential areas break the "password" of democratic autonomy and promote the resolution of community governance problems.

Strengthen training and empowerment to enhance the comprehensive literacy of grassroots cadres. Implement a systematic training program for "strong headed geese, leading flock geese, and nurturing young geese", focusing on the needs of career development and cadre growth. Actively connect high-quality resources from universities and professional training institutions such as Tongji, Huali, and Shanghai University, and broaden horizons and liberate minds through various methods and dimensions such as special party classes, themed lectures, on-site visits, sharing and exchanging insights, and topic research. Continuously deepen the practical training of cadres, combine with the action of tackling difficulties, carry out practical training for young cadres in batches, continuously promote two-way communication and exchange among cadres, and promote common progress.

Innovation effectiveness

We have created a community garden network that covers every residential area. In 2019, the street piloted the construction of two community gardens, "Xinyi Paradise" and "Happiness Garden". Over the course of three years, more than 100 distinctive community gardens were constructed and renovated, with community gardens scattered throughout Dongming.

Through the deep participation of residential areas, residents are not only the builders of the garden, but also the main force in the later maintenance of the garden. The garden management system and resident conventions have emerged, and a new pattern of community governance of co construction, co governance, and sharing has been formed in Dongming.

We have cultivated a team of nearly a thousand community planners. With the deepening of participatory community planning, the autonomous team of community planners in Dongming Road Street has also continued to grow. With the support of universities and professional institutions, a community planner autonomous team of nearly a thousand people covering all age groups has been cultivated.

Under the guidance of community planners, a group of autonomous organizations and community teams continue to emerge and flourish. The number of residential teams has increased from dozens to over 420, and many young people have become the backbone. The average age of the team has dropped to 45 years old. On this basis, the first local community planner social organization in the city, Dongming Jumingxin Community Planning and Construction Support Center, was incubated and cultivated.

Solved a series of long-term governance challenges that have plagued the community. Community planners are further transformed into community governance professionals, ranging from single green space renovation to various fields such as space utilization and facility renovation. They participate in community governance with professional methods and skills. Various governance issues such as space management, elevator negotiation, parking coordination, and civilized pet care and growth.

The Sanlinyuan Neighborhood Committee, relying on participatory community governance, mobilized multiple forces such as property management, property committee, and resident backbone to carry out centralized rectification actions on the occupied aerial floors. As of February 2022, all 482 aerial floors have been cleared.

On this basis, the Party branch took the lead in utilizing various discussion platforms to fully involve residents in the planning and updating of community public spaces, creating a multifunctional leisure space called "Lin Yuan Xiao She". The reconstruction of public space on the elevated floor of Sanlin Garden has become the only project in Pudong that has been selected for the city level "Beautiful Community Pioneer Action".

Formed a participatory planning brand with a city wide influence. The first "Blossoming Dongming Colorful Community" Garden Festival was held in October 2021; In November 2021, the on-site promotion meeting for participatory community planning in Shanghai was held in Dongming; Organized the "National College Student Community Garden Creation Competition", with young student teams from dozens of universities across the country coming to Dongming to delve into the community and collaborate with community planners to discuss and design competition works; In 2022, the "Participatory Community Governance Helps Build a Community Governance Community" project was selected as one of the "Top Ten Innovative Exhibition Projects" in Shanghai's social construction and grassroots governance.

Next, Dongming Road Street will continuously enhance the leading ability of grassroots party organizations to promote participatory grassroots governance, explore the development of capacity models and evaluation indices based on participatory grassroots governance, carry out various forms of empowerment activities, and actively build a grassroots governance community under the guidance of party building.
