The event is divided into three stages. The first stage is the starting ceremony held at the Shenjiamen Fishing Port International Aquatic City Square, the second stage is the torchbearer's torch relay, and the third stage is the closing ceremony held at the New City Citizen Square, with a total duration of about 150 minutes.
The torch relay route at Zhoushan Station is themed around "Tide in the East China Sea, Zhoushan Towards the Future". The total length of the route is about 10.9 kilometers, with a total of 170 torchbearers participating in the relay, with an average distance of about 65 meters per torchbearer. The route starts from the Shenjiamen Fishing Port International Aquatic City Square, passes through Binhai Avenue, Sports Road, Haitian Avenue, and Qiandao Road, and enters the New City Citizen Square through Zhoushan Marine Culture and Art Center to complete the fire closing ceremony. Along the way, the fishing port scenery and beautiful coastal coastline of Zhoushan are presented, showcasing the moving scene from a century old fishing port to a modern ocean city.

In this torch relay, there were a total of 170 torchbearers in Zhoushan, including 100 provincial torchbearers and 70 local torchbearers selected by Zhoushan City.

These torchbearers come from all walks of life. According to statistics, 47.1% of torchbearers are advanced model figures, 62% are grassroots frontline representatives, 11.3% are sports workers, and 35.3% are female representatives. In order to better serve the spectators along the way, 49 public support points have been set up along the torch relay, and convenient facilities such as medical points, mobile toilets, and supply stations have been set up in the surrounding areas.
