In early May 2022, the Organizational Structure Committee of the Qinghai Provincial Party Committee made arrangements and deployments for the integration of population small county institutions in Maduo County, Guoluo Prefecture. According to the previously disclosed Pilot Implementation Plan, after institutional integration, Maduo County will establish 6 party committee institutions and 14 government work departments, reducing the number of party and government institutions from 25 before the reform to 20, reducing the number of law enforcement teams in five fields from 5 to 1, and reducing the number of bureaus with less than four people by 8. Except for the Office of the County Party Committee, the United Front Work Department of the County Party Committee, the Political and Legal Committee of the County Party Committee, the Office of the County People's Government, the Development and Reform Bureau of the County, the Education Bureau of the County, the Public Security Bureau of the County, the Finance Bureau of the County, the Health Bureau of the County, the Emergency Management Bureau of the County, the Statistics Bureau of the County, the Audit Bureau of the County, and the Market Supervision and Administration Bureau of the County, which remain unchanged, all other institutions are included in the reform. With a dual approach, we will promote the establishment of party and government institutions in small population counties to be more streamlined and coordinated, with more scientific and reasonable functional allocation and power allocation. According to the requirements of the reform, Maduo County will mobilize and deploy the pilot work of institutional integration, and timely study and formulate the "three fixed" and "nine fixed" regulations for the departments involved in the reform.
