Liu Xitang, Director of the Social Assistance Department of the Ministry of Civil Affairs, introduced that China has timely adjusted its assistance and guarantee standards based on the level of economic and social development. By the end of June this year, the minimum living allowance standards for urban and rural areas in China have increased by 4.8% and 8.5% respectively compared to the same period last year. From January to June this year, a total of 126.5 billion yuan was spent on subsistence allowances, special needs, and temporary assistance funds nationwide, which effectively ensured the basic living conditions of disadvantaged groups.
Liu Xitang also stated that the civil affairs department will include subsistence allowance recipients, extremely poor individuals, individuals from families on the edge of subsistence allowance, individuals from families with rigid expenditure difficulties, those who are prone to returning to poverty, and other disadvantaged individuals recognized by the local government in the dynamic monitoring scope. They will establish a sharing mechanism with departments and institutions such as education, medical care, housing construction, rural revitalization, trade unions, and the Disabled Persons' Federation to strengthen monitoring and early warning, and provide support for the construction of a hierarchical and classified social assistance system.
