According to the Russian Sputnik News Agency on September 19, Russian Foreign Ministry spokeswoman Zaharova said that Moscow was "shocked" by the escalation of the situation in the Nagorno Karabakh region and called on all parties to return to the path of diplomatic settlement.
According to the report, the Azerbaijani Minister of Defense stated on the 19th that Azerbaijan has launched a "local anti-terrorism operation" in the Naka region to restore constitutional order.
Zakharova said at a press conference, "We are deeply shocked by the sharp escalation of the situation in the Naqa region. The Russian side urges all parties to the conflict to stop the bloodshed, immediately stop military actions, and return to the path of political and diplomatic resolution."
The report also stated that Zakharova pointed out, "All peaceful solutions to the Naqa issue are included in the trilateral statement signed by the leaders of Russia, Azerbaijan, and Armenia between 2020 and 2022."
Zakharova added that against the backdrop of the "counter-terrorism measures" taken by Baku in the Naka region, Russian peacekeeping personnel will continue to carry out their tasks, and Moscow hopes that all parties will ensure their safety.
The Naka region is located in the inland region of the Transcaucasus. The vast majority of the population here are Armenians.
On September 19th, the Azerbaijani Ministry of Defense released a video screenshot showing that Armenian military positions in the Naka region were bombed.
In addition, the Russian Sputnik News Agency also said that the press secretary of the Russian President Peskov said that the Kremlin was worried about the sharp escalation of the situation in Nagorny Karabakh.
"We are indeed concerned about the sharp escalation of tension and the outbreak of fighting," Peskov told reporters
He added, "Currently, we are first in contact with the military and other departments, and are also discussing higher-level exchanges."
Peskov called on Baku and Yerevan to comply with the trilateral agreement previously signed.

At the same time, the violent conflict surrounding this disputed area with the majority of Armenian population has triggered a series of diplomatic mediations at the United Nations.
The report states that France is calling on the Security Council to convene an emergency meeting on this crisis. Currently, world politicians are gathering in New York to attend the United Nations General Assembly.
French Foreign Minister Catherine Cologne told reporters that Azerbaijan's actions are "illegal, unreasonable, and unacceptable.".
On the 19th, Azerbaijan launched its so-called "counter-terrorism" military operation in the Nakar region.
Cologne said, "What I want to emphasize is that we believe Azerbaijan bears responsibility for the fate of the Armenians in the Naka region." She condemned the use of heavy weapons by Azerbaijan in densely populated areas.

The report states that at least 29 people have died in this conflict.
According to previous reports by TASS, there have been multiple conflicts between the two sides of Asia and Afghanistan over the ownership of the Naka region. At the end of September 2020, the war in the Naka region reignited, and on November 9 of the same year, Asia and Afghanistan agreed to a comprehensive ceasefire through Moscow's mediation. Both sides remained in their respective occupied positions and exchanged prisoners of war and the bodies of the deceased. Russia has deployed peacekeeping forces in this region. With the mediation of Russia, the United States, and the European Union, Baku and Yerevan began discussing a future peace treaty.
The report also stated that in April 2023, the Azerbaijani border forces established border checkpoints in the Lachin Corridor. Yerevan believes that this move "seriously violates" the tripartite ceasefire agreement, stating that the blockade of the Lachin Corridor has led to a humanitarian disaster in the Naka region.
The report also stated that Armenian Prime Minister Pashnian stated in May this year that Armenia recognizes Azerbaijan's sovereignty over the territory of the Naka region.
