Pudong uses high-quality ecological environment to serve high-quality economic and social development, and supports the construction of the Golden Central Development Belt
Zhangjiabang, Yinjiabang, Chuanyang River, Sanba River, Majiabang... These rivers form the water environment network within the "Golden Central Development Belt" of Pudong New Area. On July 9, 2020, Pudong New Area officially launched the construction of the "Golden Central Development Belt", creating a demonstration model for high-quality development in Pudong.
In the process of constructing various industrial facilities in the "Golden Central", the construction of green ecology cannot be ignored. In recent years, the Ecological Environment Bureau of the New Area has focused on the construction plan of the "Golden Middle Ring" and created a good ecological environment for this demonstration model area through measures such as river improvement and water environment creation, serving high-quality economic and social development with high-quality ecological environment.
Multiple river engineering services for economic development
Chuanyang River is the "mother river" and planned main river in Pudong New Area. It is not only the main channel for the west to east discharge of inland rivers in Pudong New Area, but also a busy water transportation channel. It plays an important role in ensuring flood prevention and drainage safety, water resource scheduling, and serving the economic development of the new area.
In July 2020, the Chuanyang River Improvement Project began construction. As an important backbone river improvement project to improve the framework of the new district's flood control and drainage network, it is also a supporting project of the national key scientific research project - "Hard X-ray Free Electron Laser Device". It is included in the Golden Central Environmental Protection Design Plan and is responsible for ensuring the balance of major engineering water systems and the safety of flood control and drainage in key areas. It is also an important engineering measure to enhance the regional ecological landscape.
After more than two years of construction, the project was completed in November last year, with an additional water area of 2060 square meters, 5100 square meters of river landscape greening, and 1.3 kilometers of flood control channels. This not only improved the hydrodynamic and water self purification capabilities of the regional river, but also enhanced the regional flood control safety guarantee capabilities. It also improved the surrounding ecological environment, creating favorable conditions for the smooth progress and stable operation of the hard X-ray project construction in the later stage.
To serve economic and social development with a good ecological environment, in recent years, the new area has carried out or planned to carry out multiple river construction and improvement projects around the "Golden Central Development Belt". In addition to the Chuanyang River River improvement project, there are also multiple projects such as Zhangjiabang, Yinjiabang, and Sanba River.
In May of this year, the Sanbahe River Improvement Project, which is also a supporting project of the "hard X-ray" project, passed the completion acceptance, and the environmental problems in the area were effectively solved. Currently, the public green space in the northwest area of Zhangjiang has been basically built according to the plan, with a completely new appearance and significant improvement in the ecological environment. The preliminary results of the construction of clear water and green banks, and the integration of water and green have been shown.
Creating distinctive ecological environments
The Ecological Environment Bureau of the New Area introduced that there are still multiple river improvement projects in the construction stage or about to start construction. According to the requirements of the "Golden Middle Ring" construction, combined with different regional characteristics, they will create green ecological environments with their own characteristics.
For example, the Sanba River and Lujiabang River Improvement Project located in Beicai Town started construction in April 2021 and is scheduled to be completed in June next year. The project will enhance the regional flood control and drainage capacity and improve the water environment through construction.
It is reported that with the continuous development and construction of the northwest area unit and national laboratory unit in Zhangjiang, the water surface area in the region has decreased. After the completion of the projects in Sanbahe and Lujiabang, an additional 51100 square meters of water area and 5.05 kilometers of flood control channels will be added, effectively supporting the construction and development of the region.
The Majiabang River Construction Project located in Jinqiao Town is also an important component of the integration of ecological space and high-quality community landscape, as well as the construction of slow traffic interchange in the "Golden Central Development Belt". It will officially start construction by the end of the year, with plans to add 4100 square meters of water area, 15300 square meters of river landscape greening, and 0.77 kilometers of flood control channels.
It is reported that the functions of the Majiabang River are flood control, water resource management, and water landscape. The current river channel has some sedimentation, which cannot meet the requirements of the overall planning of the new area. This river regulation project will increase the regulation and storage capacity of the river, and at the same time, create a natural environment where water and green blend through renovation such as soil stabilization and slope protection, aquatic plants, land greening, and hydrophilic walkways, forming a water green ecological corridor. Water is used to nourish green and clean water, achieving harmonious coexistence between humans and nature, and promoting coordinated development of the environment and economy.
Improving flood control safety through the initial rain control system
In addition to river regulation projects, the new area is also providing support for regional flood control and safety through the initial rainwater treatment projects of the regional drainage system and the construction of rainwater pump stations, helping to build the "Golden Central Development Belt".
Among them, the initial rainwater treatment project of the drainage system in Jinqiao area was approved in September last year and will be started in October this year. It is planned to complete the water supply goal in October 2025. The rainwater that exceeds the interception at the initial stage of rainfall will be temporarily stored by centralized regulation and storage facilities. When the sewage system facilities are free in dry days, it will be included in the municipal sewage system for treatment and discharge.
It is reported that the project mainly serves four drainage systems, including Jinqiao Northeast Block, Jinqiao Northeast Block, Jinqiao Phase I, and Jinqiao Phase II, with a service area of approximately 7.88 square kilometers. It will construct approximately 2.7km of initial rainwater storage pipelines, with a storage capacity of approximately 31800 cubic meters. The initial rainwater collected by the project is collected through two newly built emptying pump stations, which are respectively incorporated into the sewage pipelines of Shenjiang Road and Jinmin Road. Finally, it is treated by the main pipeline of the sewage treatment plant in the second phase of the Bailonggang sewage area and discharged to meet the standards.
The construction of the initial rainwater treatment project for the drainage system in the Jinqiao area can not only provide good municipal facilities for regional development, improve regional flood control safety, but also improve the water quality of the nearby Caojiagou River and enhance the water environment quality.
"Golden Central" will be a demonstration model area for Pudong to become a leading city in economic development, a main force in scientific and technological innovation, and a high-level experimental field for reform and opening up.
