The 2023 China Europe Human Rights Seminar, co hosted by the Chinese Society for Human Rights Studies and the Law School of the University of Rome in Italy, was successfully held on September 20 in Rome, the capital of Italy. This seminar focuses on "Modernization and Diversity of Human Rights Civilization". More than 130 human rights experts, scholars, government officials, diplomatic envoys, representatives of political parties and social organizations from China, Italy, the United States, the United Kingdom, Germany, Switzerland, Austria, and other countries engaged in extensive and in-depth discussions and exchanges on topics such as cultural exchange and mutual learning, the development of modern human rights concepts, modernization and the comprehensive development of human freedom and freedom, sustainable development in the process of modernization, and the evolution of human rights civilization in the digital age, through a combination of online and offline methods.
The attending guests from various countries highly praised the tremendous achievements made by China in the field of human rights, fully affirmed China's important contributions to promoting the development and progress of global human rights, and opposed the politicization and instrumentalization of human rights issues by a few countries. Di Liberto, former Italian Minister of Justice and Dean of the Law School at the University of Rome, emphasized in his speech that different civilizations should actively build bridges of communication rather than walls, and hopes that both Europe and China will seek common cooperation goals in a spirit of seeking common ground while reserving differences.
Chinese path to modernization creates a new path for human rights development
Chinese path to modernization is a modernization that respects and protects human rights in an all-round way, adheres to the development concept of taking the people as the center, and takes the realization of the people's aspiration for a better life as the starting point and end point, so as to finally realize the free and comprehensive development of people.
Bai Ma Chilin, Vice Chairman of the Standing Committee of the 13th National People's Congress and President of the Chinese Society for Human Rights Studies, pointed out in his speech that in the process of promoting Chinese path to modernization, the CPC has led the people to embark on a human rights development path that conforms to the trend of the times and suits China's national conditions, and has made great achievements. Countries should promote the positive development of global human rights governance through unity and cooperation, promote the free and comprehensive development of all people in the process of modernization, and jointly seek solutions to the problems and challenges in the current international human rights field.
Jia Guide, the Chinese ambassador to Italy, said that the CPC and the Chinese government have always adhered to the people centered concept of human rights, combined the principle of universality of human rights with China's specific reality, adhered to the right to subsistence and the right to development as the primary basic human rights, coordinated and guaranteed the political, economic, social and other rights of the people, led the Chinese people to embark on a human rights development path that conforms to China's national conditions, and made a series of remarkable achievements in the modernization and diversity of human rights development.
Marcelli, former director of the International Law Institute of the Italian National Research Institute, stated in an interview with reporters that human rights are the key to the common future of humanity, and it is crucial to engage in human rights dialogue between Europe and China. He lamented that China has achieved tremendous success in economic development in recent years, lifted hundreds of millions of people out of poverty, and greatly improved their living standards. The Chinese people have a strong sense of happiness and identification with national politics. Marcelli believes that every country has its own particularity and needs to find its own way to promote human rights. The successful experience of Chinese path to modernization is worth studying and learning.
Civilization exchange and mutual learning enrich the diversity of human rights and civilization
The world is rich and colorful, and diversity is the charm of human civilization. Implementing the Global Civilization Initiative, strengthening cultural exchange and mutual learning, provides new ideas for enriching and developing the diversity of human rights civilizations, and promoting the improvement of global human rights governance.
Lord Davidson, a Member of Parliament of the Labour Party in the UK, believes that mutual learning enables the development and prosperity of human society, and mutual respect is a necessary condition for the development of human rights. Each country has its own history, culture, system, tradition, way of life, and philosophy, and policies that apply to one country may not apply to another. Respecting and understanding the diversity of human experience is an indispensable foundation for the development of modern human rights philosophy.
Campbell, Chairman of the Academic Committee of the Czech Leftist Institute, firmly believes that communication and dialogue should be used to enhance mutual understanding of human rights perspectives between the East and the West. He believes that the concept of human rights is a product of historical development, and in different stages of historical development and cultural backgrounds, the East and the West have different understandings and practices of the concept of human rights. It cannot be assumed that the human rights standards and models of certain countries are the only correct, nor should all countries be required to adhere to the same standards.
Su Faxiang, a researcher at the Human Rights Research Center of Central University for Nationalities, believes that the human rights concept of mutual respect, trust, appreciation, and learning formed on the basis of traditional Chinese culture has important inspiration and reference significance for the development of human rights in China and the international community today. On the basis of fully absorbing these traditional wisdom and adhering to the universal principles of international human rights development, the Chinese government, combined with its own reality, continuously promotes and promotes the development of human rights in China and even internationally, and has achieved remarkable achievements.
Many attending experts also discussed topics such as digital human rights governance models and digital development rights, emphasizing the importance of human rights protection in the digital age. Francisco, consultant to the President of Portugal International Human Rights Observatory, reminded that human rights violations through digital means are more common than people think. The international community urgently needs to strengthen legal norms in the digital field, so that the Internet can become a tool to achieve freedom, equality and social justice.
The concept of a community with a shared future for mankind promotes the development of human rights worldwide
The enjoyment of human rights by all is a universal pursuit of all humanity. For a long time, China has actively engaged in human rights dialogue and cooperation, selflessly sharing experiences in the development of human rights, and promoting the introduction of important concepts such as building a community with a shared future for mankind, promoting human rights through development, and promoting win-win cooperation in the field of human rights into the international human rights system. China has contributed Chinese wisdom and solutions to promoting the development of the world's human rights cause.
Wang Lifeng, Executive Director of the China Association for Human Rights Research and Deputy Director of the Human Rights Research Center of the Central Party School, stated in his speech that the community with a shared future for mankind is not only a value community that pursues universal human rights, but also a community of interests that resolves conflicts of interest and pursues common interests. People of all countries should uphold the concept of "one family under heaven" and jointly promote the construction of a community with a shared future for mankind.
Li Xiade, the Dean of the Confucius Institute at the University of Vienna in Austria and a renowned sinologist, pointed out that today's human civilization is facing multiple risks and challenges such as climate change and ecological degradation. Humanity should strive to build a "global community that faces the future together". In his view, the sustainable development of humanity in the future cannot be separated from "global responsibility" based on sincere and in-depth international cooperation, and cannot only focus on individual rights.
In the view of Walker, a member of the Royal Academy of Social Sciences and a member of the Academic Committee for Social Sciences of the European Union, China's concept of development and global governance is consistent with the goals and objectives of the United Nations 2030 Agenda for Sustainable Development. China realizes the need to make development achievements more directly and fairly benefit every country and individual, calls for more inclusive global governance, more effective multilateral mechanisms, and more active regional cooperation, promotes the construction of a community with a shared future for mankind, and proposes global development initiatives. This initiative has received widespread response from the international community, contributing to achieving global sustainable development, promoting the well-being and human rights of people around the world, and building a more equitable and prosperous world.
