The People's Procuratorate of Deyang City has filed a lawsuit accusing that from 2003 to 2022, the defendant Zhang Wufeng used the convenience of serving as a member of the Party Group and Deputy Director of the Shandong Provincial Administration for Industry and Commerce, Deputy Secretary and Mayor of the Linyi Municipal Committee of Shandong Province, member of the Party Group and Deputy Governor of the Shandong Provincial Government, member of the Party Group of the National Development and Reform Commission, Secretary of the Party Group and Director of the State Grain and Material Reserve Bureau, as well as the convenience of his power or position to provide assistance to relevant units and individuals in engineering contracting, cadre selection and appointment, and other matters.
From 2006 to 2022, Zhang Wufeng himself or through enterprises under his actual control illegally received property, totaling more than RMB 16.47 million, of which RMB 1.6 million was not actually obtained at the time of the incident. The procuratorial organs have requested that Zhang Wufeng be held criminally responsible for the crime of bribery.
In the trial, the prosecution presented relevant evidence, and the defendant Zhang Wufeng and his defense counsel cross examined. Both the prosecution and defense fully expressed their opinions under the auspices of the court. Zhang Wufeng made a final statement and pleaded guilty and remorse in court.

According to public information, Zhang Wufeng was born in October 1960 in Laiwu, Shandong. Zhang Wufeng's early career was in his hometown of Shandong, where he held various positions including Deputy Director, Director, Party Member, Office Director, and Deputy Director of the Office of the Shandong Provincial Administration for Industry and Commerce.
Starting from December 2006, he served as a member of the Standing Committee of the Linyi Municipal Party Committee, Executive Deputy Mayor, Deputy Secretary of the Municipal Party Committee, Deputy Mayor, Mayor, and Party Secretary of the Municipal Government in Shandong Province. Starting from February 2013, he served as the Secretary and Director of the Party Group of the Development and Reform Commission of Shandong Province.
From July 2015 to February 2017, Zhang Wufeng served as the Deputy Governor and member of the Party Group of the People's Government of Shandong Province.
In February 2017, Zhang Wufeng was appointed as a member of the Party Group of the National Development and Reform Commission, as well as the Secretary and Director of the Party Group of the State Grain Administration. After the restructuring of the State Grain Administration to the State Grain and Material Reserve Bureau in 2018, he continued to serve as the Secretary of the Party Group and Director.
In June 2022, Zhang Wufeng's official announcement was investigated, and he was expelled from the party and public office in December of the same year.
Two months before Zhang Wufeng's downfall, the Eighth Central Inspection Group entered the Party Group of the National Development and Reform Commission. According to a report by the Central Commission for Discipline Inspection and the National Supervisory Commission on the mobilization meeting for the work of the Party Group of the National Grain and Material Reserve Bureau during the inspection of the Eighth Central Inspection Group, Zhang Wufeng stated at this mobilization meeting that the central inspection is a comprehensive "political examination", and the Party Group and leaders at all levels of the National Grain and Material Reserve Bureau are fully cooperating with the inspection work. According to reports, the Central Inspection Team has been working at the National Development and Reform Commission for about two months, mainly accepting letters, calls, and visits reflecting issues with the leadership team of the National Development and Reform Commission's Party group and its members, the main leaders of the lower level Party organization leadership team, and important position leaders. Xu Ming is the first "tiger" to be tried this year. On June 20th, the first instance verdict of Xu Ming's bribery and bribery using influence was publicly announced. Xu Ming was sentenced to 15 years in prison and fined 4.1 million yuan.
