Approaching the Mid Autumn Festival and National Day, it is precisely the time when the "Four Winds" problem is prone to high incidence. On September 21st, the Henan Provincial Commission for Discipline Inspection and Supervision publicly reported 5 typical cases of illegal eating and drinking, including Xiong Chuantao, Deputy Secretary of the Party Committee and Mayor of Lidian Town, Gushi County, and others, who illegally gathered for meals during the county's two sessions.
According to the announcement, on February 17, 2023, during the third session of the 15th People's Congress of Gushi County, Xiong Chuantao, as well as Shan Xuanming, the Party branch secretary and village committee director of Zhouwei Village in Lidian Town, violated the disciplinary requirements of the meeting by going out for a meal and drinking alcohol. In February 2023, Xiong Chuantao and Shan Xuanming were respectively warned and punished within the party.
A typical case of illegal gatherings during the Two Sessions has also been reported by the Commission for Discipline Inspection before.
On January 30th of this year, the Hubei Provincial Commission for Discipline Inspection and Supervision reported six typical cases of illegal eating and drinking, including Deng Qiande, Chairman of the People's Congress of Mugang Town, Yangxin County, and others, who illegally gathered for meals and drank alcohol during the two sessions of the county. On January 10th of this year, during the third session of the 19th People's Congress of Yangxin County, Deng Qiande was invited by Chen Xinyao, a county People's Congress representative and the party branch secretary of Xueshi Village in Mugang Town, to have a private dinner and drink with five other county People's Congress representatives. On January 28th, the Discipline Inspection Commission and relevant units of Yangxin County respectively filed and investigated 7 individuals including Deng Qiande.
In September 2021, Yunnan reported 10 cases of illegal eating and drinking. Among them, Liu Zhengwei, Secretary of the Party Group and Director of the Medical Security Bureau of Mengla County, Xishuangbanna Prefecture, and others were among those who violated the rules of eating during the county's two sessions. On April 27, 2021, during the 5th meeting of the 14th Committee of the Chinese People's Political Consultative Conference (CPPCC) in Mengla County, Liu Zhengwei, as a non attending member, invited former colleagues from Guanle Town, including Yan Guangkan, a member of the 14th Committee of the CPPCC Mengla County and Deputy Director of the County Ethnic Affairs Bureau, to have a meal, knowing that mutual invitation was strictly prohibited during the two sessions. He also invited Zhang Moubing, the General Manager of a certain construction limited company, to participate in the meal, and the cost of the meal was paid by Zhang Moubing. In June 2021, Liu Zhengwei was given a serious warning within the party, and Yan Guangkan was given a warning within the party.
On September 20th, the Central Commission for Discipline Inspection and the National Supervisory Commission publicly reported 7 typical violations of the central eight point regulations, including typical cases of drinking outside during important meetings.
According to reports, in December 2022, Gu Zhongwei, former director of the Editorial Office of the Fuyang Municipal Party Committee, and Da Chengsheng, director of the Municipal Finance Bureau, went out without approval during a training class for leading cadres to learn and implement the spirit of the 20th National Congress of the Communist Party of China held by the Municipal Party School. They accepted banquets that may affect the fair execution of public affairs and drank high-end alcohol. Gu Zhongwei also invited other public officials to attend the banquets. Gu Zhongwei was given a serious warning within the party and his position was adjusted. Da Chengsheng was given a warning within the party, and other personnel were dealt with accordingly.
As the Mid Autumn Festival and National Day approaches in 2023, in order to further implement the spirit of the Central Eight point Regulation and persistently rectify the "Four Winds", various regions will intensively report violations of the Central Eight point Regulation, such as illegal eating and drinking, illegal receiving and giving of gifts and cash. As of the time of publication, provinces such as Heilongjiang, Hunan, Shanxi, Shanghai, and Henan have issued public notices.
The Central Commission for Discipline Inspection and the National Supervisory Commission pointed out that disciplinary inspection and supervision organs at all levels should adhere to the Mid Autumn Festival and National Day nodes, take quick action, strengthen supervision and discipline, and continuously purify the festive atmosphere. We must keep a close eye on "holiday diseases", seriously investigate and deal with issues related to public funds for eating and drinking, illegal acceptance of banquets in hidden places, illegal receipt and delivery of gifts and cash, profiteering through the organization of weddings, funerals, and celebrations, public funds for tourism, and private use of public vehicles during festivals, and resolutely prevent the resurgence of the "Four Winds" problem. We should seize the characteristics of festivals, vigorously rectify the phenomenon of indulgence and extravagance behind high priced mooncakes, crab cards, crab coupons, excessive packaging, and other issues. We should seize the opportunities early and take precautions to prevent the trend from becoming rampant. We need to increase supervision and investigation efforts, strengthen supervision and inspection, conduct open investigations and secret investigations, thoroughly investigate and strictly deal with the "Four Winds" issues during festivals, timely report and expose typical cases, and continuously release strong signals of strictness.
