"Not many happy moments", Vucic: Meeting with Kosovo leaders
According to TASS on September 14th, Serbian President Alexander Vucic said that he held consultations with unrecognized Kosovo Prime Minister Albin Kurti in Brussels that day, but was unsuccessful.
The Serbian leader told reporters, "We had talks and I believe there was no success in finding a direct way to normalize relations. In the end, we accepted the EU's compromise plan, and Kurti was not ready to accept it yet. The meeting came to an end."
Serbian President Vucic and Kosovo leader Kurti held talks in Brussels on the 14th.

Obviously, "Kurti just didn't want to establish a community of Serbian municipalities, which is the key.". Vucic also said that Serbia will not evade its obligations and intends to continue to abide by all previous agreements reached.
According to the Brussels Agreement on the normalization of relations between Belgrade and Pristina on April 19, 2013, it is necessary to establish a Serbian community of municipalities in Kosovo, which is a Serbian autonomous institution living in the unrecognized "Republic of Kosovo". Vuchi ć has repeatedly stated that his country has fulfilled its obligations under the Brussels Agreement, and the Kosovars initially drafted a charter document for the Serbian municipal community, but later suspended this process.
