Beijing, September 20th (Xinhua) - Premier Li Qiang presided over an executive meeting of the State Council on September 20th to discuss and accelerate the promotion of new industrialization. He reviewed and approved the "Special Action Plan for Clearing Outstanding Enterprise Accounts", listened to reports on the progress of inspections and research to promote sustained economic recovery, and approved the "Regulations on the Protection of Minors on the Internet".
We must adhere to the two pronged approach of promoting the transformation and upgrading of traditional industries and cultivating strategic emerging industries, accelerate the development of advanced manufacturing, coordinate the promotion of digital industrialization and industrial digitization, and focus on filling gaps, elongating strengths, and forging new ones. We must adhere to deepening reform and expanding opening up, fully mobilize the enthusiasm of various business entities, give full play to the supporting role of the unified national market, guide the rational layout of industries with the strategy of main functional zones, make good use of both domestic and international markets and resources, and effectively enhance the driving force and vitality of promoting new industrialization.
The meeting pointed out that solving the problem of outstanding corporate accounts is related to the production, operation, and investment expectations of enterprises, as well as the sustained recovery of the economy. It must be highly valued. Provincial governments should take overall responsibility for clearing debts in the local area, promptly solve the problem of government arrears of corporate accounts, and unlock the "chain of mutual arrears" between enterprises. Central and state-owned enterprises should take the lead in repaying debts. To highlight substantive repayment, strengthen policy support, coordinated scheduling, and supervision and assessment, strive to achieve a clear understanding of what should be done, and focus on building a long-term mechanism.
The meeting heard a report on promoting sustained economic recovery and improving supervision and research. The meeting emphasized that all regions and departments should attach great importance to and closely monitor the problems found in the inspection and research, treat the "problem list" as a "responsibility list", and implement rectification one by one, draw lessons from each other, expand the results of rectification, timely "look back" on the rectification situation, and focus on promoting the implementation and effectiveness of the policies and measures that have been introduced. Regarding the opinions and suggestions collected from the inspection and research, relevant departments should, in accordance with their respective responsibilities, comprehensively consider and conduct in-depth research on the planning of next year's economic work, accelerate the introduction of relevant policies and the implementation of work, and further consolidate the sustained recovery and positive trend of the economy.
The meeting pointed out that minors are the future of the country and the hope of the nation. We need to strengthen the legal support for the protection of minors on the internet, promote strict implementation of the responsibility for protecting minors on the internet by all relevant parties, guide and support relevant enterprises to actively implement regulations, achieve compliant operations, and promote the healthy growth of minors.
