As the concept of "people's cities" gradually deepens in people's hearts, the people's attention to improving the living environment is increasing, especially in the management of rural housing rental, hoping to be more standardized and orderly. In July this year, Heqing Town formulated the Implementation Opinions on Strengthening the Management of Rural Residential Housing Rental, providing a basis for standardizing the management of rural housing rental in grassroots villages.

Behind the implementation of the "Implementation Opinions" is a series of actions taken by the People's Congress of Heqing Town to actively practice the full process of people's democracy and fully leverage the role of representatives of the People's Congress: widely collecting social and public opinions, forming and proposing relevant proposals, and tracking and supervising the special rectification work throughout the process, so as to reflect the concept of "people being the masters of their own homes" in the entire process of standardized governance of rural housing rental.

Proposing a proposal is a matter of caution

With the continuous convenience of transportation and ecological improvement in Heqing Town, the rural residential housing rental market has become more active. With the increase in population density and safety hazards, many villagers have reported that their daily lives have been affected.

After hearing the voices of the villagers, the People's Congress of Heqing Town responded promptly, conducted on-site visits and research, and extensively collected social and public opinion. The People's Congress of Heqing Town organized representative groups to conduct on-site visits to relevant villages, inspect the situation of rental housing, and contact the people to further understand the situation. After a month of visits and research, the representative group summarized weak issues in the management of rural rental housing, such as group rental, high safety hazards, and difficulty in addressing illegal constructions.

On this basis, led by Wang Weiguo, the leader of the representative group, more than ten people's congress representatives from Heqing Town jointly proposed a proposal on "Standardizing the Management of Rural Rental Housing and Improving the Rural Living Environment" at the second session of the sixth People's Congress of the town.

The People's Congress of Heqing Town stated that proposing a proposal to standardize the management of rural rental housing is "a matter of caution, and also demonstrates the determination of the Town People's Congress to practice people's democracy throughout the entire process and play the role of a representative of the People's Congress." It is reported that after the initial draft of the proposal was formed, the People's Congress of Heqing Town once again organized on-site investigations and listened to the voices of the people to improve the proposal.

At the Second Session of the Sixth National People's Congress, after collective deliberation by all the deputies to the National People's Congress, the proposal was unanimously voted and passed, and it was submitted to functional departments to study and formulate specific plans. Under the attention of the Party Committee and Government of Heqing Town, functional departments such as the Town Safety Office have quickly clarified their work goals and tasks in response to the problems in rural housing rental management mentioned in the proposal, and initiated the implementation of special rectification work for rural housing rental.

Track and supervise the entire process and conduct evaluations

In the process of implementing the proposal and carrying out special rectification, the People's Congress of Heqing Town tracked and supervised the entire process, organized representatives to listen to reports, conduct on-site inspections, and hold discussions and exchanges, and evaluated the progress of phased work.

In November last year, in conjunction with community activities organized by city and district people's congress representatives, some city and district people's congress representatives from Heqing Town came to Qingsan Village and other places to supervise the special rectification work of rural housing rental; In January of this year, at the Fourth Session of the Sixth People's Congress of Heqing Town, the National People's Congress deputies reviewed in writing the report on the stage of handling representative proposals.

In addition, the People's Congress of Heqing Town has arranged for representatives to conduct on-site inspections and supervision on multiple occasions. At the same time, the representatives of each village's people's congress rely on the contact point platform to actively cooperate with the village's "two committees" personnel, carry out relevant policy and regulatory publicity and education, especially by strengthening policy promotion for rental landlords, second landlords, and tenants, further improving their correct understanding of rural living environment and improving quality of life, and actively creating a good atmosphere for all parties to actively cooperate and participate in standardized management.

In July this year, Heqing Town formulated and issued the Implementation Opinions on Strengthening the Management of Rural Residential Housing Rental. At the fifth session of the sixth session of the People's Congress of Heqing Town held in late July, the report on the handling of proposals by the People's Government of Heqing Town was reviewed in writing, and it was decided that the proposals proposed by the second session of the sixth session of the People's Congress of Heqing Town would be closed as scheduled. Through joint efforts from all levels of the town, the 28 villages in the town have identified and reported 405 key points, and have completed the rectification through various means such as independent rectification, assistance in rectification, and joint rectification.

From discovering problems to proposing proposals and promoting problem-solving, the People's Congress of Heqing Town fully embodies the full process of people's democracy in the standardized governance of rural housing rental, leveraging the advantages and effectiveness of the People's Congress system, and ensuring that the people enjoy the right to information, participation, expression, and supervision in accordance with the law.
