Two Connecticut men, Ralph Ricky Burch and Sean Henning, were charged with killing 65 year old Everett Karl on December 1, 1985. After trial, they were found guilty.
After serving 30 years in prison, the charges were revoked by the court in 2020 due to insufficient evidence. The two immediately filed a lawsuit with the federal court, including Li Changyu and eight police investigators from Connecticut as defendants.
The Connecticut Attorney General's Office stated that under the settlement agreement, Burch and Henning will each receive $12.6 million; The agreement still requires approval from the Connecticut legislature. Li Changyu testified that a towel with stains consistent with blood was found at the victim's home in New Milford. But in 2020, a judge found no bloodstains on the towel during the trial, so he revoked the felony murder charge.
Federal District Court Judge Victor Bolden ruled on July 21 that there was no evidence to suggest that Li Changyu had conducted any blood tests on towels, and therefore made a summary judgment against him.
