After paying the premiums according to regulations, medical expenses incurred from the date of birth can be included in the medical insurance reimbursement. Newborns who fail to participate in resident medical insurance within the prescribed time shall be subject to specific regulations in their respective regions.

Previously, after the birth of a newborn, parents were required to prepare multiple documents and submit them to multiple departments and institutions. For example, obtaining a birth certificate, settling in, and going to the community are necessary to participate in medical insurance. In order to further facilitate novice parents in handling birth and medical procedures for newborns, many regions have begun to implement pilot programs for "one thing at birth" joint handling, enjoying the benefits of "being insured at birth and enjoying it upon arrival". At present, more than 20 provinces across the country have launched pilot projects for "one thing at birth".

Steadily promoting the pilot program of "one thing at birth" in multiple regions

More than 20 provinces conducting pilot programs have utilized information technology to further facilitate parents in enrolling newborns based on their own characteristics.

Hunan Province has issued the "Implementation Plan for the Reform of" One Event, One Action "for Newborn Birth in Hunan Province, integrating resources from various departments such as medical insurance, health, and public security, and establishing a" One Action "zone for newborn birth on online platforms to achieve a" full process "online processing of newborn medical insurance participation and payment.

After the joint pilot program of "one thing at birth" was launched in Zhejiang in 2022, the application for medical insurance for newborns has changed from having to go to six departments to not having to go to one department. The submission of materials has been reduced from nine to one form, effectively improving the convenience and satisfaction of newborn insurance participation. From January to August 2023, Zhejiang Province has accepted 181700 cases of newborn insurance, of which 128000 cases were processed online through "One Birth Incident", accounting for 70.5%.

Reducing the process makes it more convenient for newborns to participate in insurance

The joint handling of "one thing at birth" for newborns refers to the unified handling of seven tasks that need to be processed after the birth, including birth medical certificate, vaccination certificate, birth service registration, household registration, medical insurance participation registration, medical insurance payment, and social security card application, in the eyes of the public. This can reduce the process of newborn insurance and facilitate parents to handle it. Especially for parents of newborns with high treatment costs, early participation in insurance can enable real-time reimbursement and reduce the advance payment of medical expenses.

Mr. Zhang, a resident of Yunnan, recently gave birth to his child at Kunming Maternal and Child Health Hospital. He was admitted to the neonatal department due to hemolytic jaundice. This hospital has implemented a "one-stop" policy of handling medical insurance participation within the hospital since September 1st, and Mr. Zhang is one of the earliest parents to enjoy this service.

When Mr. Zhang applied for medical insurance when his first child was born, he needed to first go to the police station to register, and then go to the community social security institution to participate in insurance. It took nearly a month to get various documents back and forth, and now the new policy has made parents worry less.

Early participation of newborns in insurance to reduce the pressure of advance payment funds

At the Neonatology Department of Shangrao Municipal Hospital in Jiangxi Province, Tong Xingbin is visiting his newborn, who has just been born for 10 days, from a distance outside the neonatal intensive care unit. Due to being born with respiratory distress syndrome, the child was immediately sent to a neonatal intensive care unit.

Tong Xingbin told reporters that the child was hospitalized in a critically ill area right after birth. If the medical expenses are fully advanced, the pressure will be very high. With the help of the "Birth Incident" joint office, he paid a participation premium of 350 yuan according to the local resident medical insurance standards, and quickly obtained the newborn medical insurance card. The child's hospitalization expenses can be reimbursed in real time, and the daily burden of expenses has been reduced from 1000 yuan to around 400 yuan.

As of the end of August, there were a total of 91620 cases involving medical insurance registration and joint processing in Shangrao City, all of which were received and completed on the same day. This has enabled newborns to enjoy medical insurance benefits after self participating in insurance payments, reducing the burden on parents to advance funds.
