Jiang Jiemin, Bai Enpei, Fu Zhenghua, Huang Xingguo and other "tigers" appeared on camera to repent
On the evening of June 27, CCTV News Channel broadcast a political documentary called "The Second Answer," in which several provincial and ministerial-level "tigers" appeared to confess.
Jiang Jiemin, who was formerly the director and deputy secretary of the party group of the State-owned Assets Supervision and Administration Commission of the State Council, Bai Enpei, who was formerly the secretary of the Yunnan Provincial Party Committee and vice chairman of the National People's Congress Environmental and Resources Protection Committee, and Fu Zhenghua, who was formerly the deputy secretary and executive vice minister of the Party Committee of the Ministry of Public Security, Minister of Justice, and deputy director of the Social and Legal Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference, appeared in the first part of "The Second Answer" "Solving Problems Unique to Big Parties".
"The facts of my crime are clear and definite, and the evidence of the crime is real and conclusive," Jiang Jiemin said in the documentary.
Jiang Jiemin was born in October 1955 in Yangxin, Shandong. In September 2013, Jiang Jiemin was dismissed from office; in October 2015, he was sentenced to 16 years in prison.
The trial found that Jiang Jiemin received bribes worth RMB 14,039,073 from 2004 to 2013. From 2004 to 2008, Jiang Jiemin violated regulations and provided assistance to others in their business activities, causing particularly serious losses to national interests.
"I regret how a provincial party secretary trained by the Communist Party for many years could become like this. I have caused too much loss to the party organization," said Bai Enpei, who once served as secretary of the Yunnan Provincial Party Committee and vice chairman of the National People's Congress Environmental and Resources Protection Committee.
Bai Enpei was born in September 1946 in Qingjian, Shaanxi. He was arrested in August 2014. In October 2016, he was sentenced to death with a reprieve, with no possibility of commutation of sentence or parole.
The trial found that from 2000 to 2013, Bai Enpei illegally accepted property from others directly or through his wife, totaling RMB 2.46764511 billion.
"My illegal and criminal activities have seriously damaged the image of the party and I have learned a very painful lesson," said Fu Zhenghua.
Fu Zhenghua was born in March 1955. He was arrested in October 2021. In September 2022, he was sentenced to death with a reprieve, with no possibility of commutation of sentence or parole.
The trial found that from 2005 to 2021, Fu Zhenghua illegally accepted property directly or through his relatives, totaling more than 117 million yuan.
From 2014 to 2015, when Fu Zhenghua was the director of the Beijing Municipal Public Security Bureau, he concealed the clues of his brother Fu Weihua's suspected serious crimes and failed to deal with them according to law, resulting in Fu Weihua not being prosecuted for a long time.
Yun Guangzhong, former member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and former Secretary of the Hohhot Municipal Party Committee, Fan Yifei, former member of the Party Committee and Deputy Governor of the People's Bank of China, Gu Chunli, former Vice Governor of Jilin Province, Huang Xingguo, former Acting Secretary of the Tianjin Municipal Party Committee and Mayor, and Chen Shulong, former Vice Governor of Anhui Province, appeared in the second episode of "The Second Answer" "Self-Revolution is Always on the Road".
Yun Guangzhong, former member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and former Secretary of the Hohhot Municipal Party Committee, was born in June 1960 in Tuzuo Banner, Inner Mongolia. In June 2019, Yun Guangzhong was dismissed. In November 2020, Yun Guangzhong was sentenced to 14 years in prison.
The trial found that from 2005 to 2018, Yun Guangzhong illegally accepted property given by others directly or through his close relatives, totaling more than RMB 94.32 million.
Previously, the Central Commission for Discipline Inspection had disclosed that Yun Guangzhong’s sons Yun Lei and Yun Kaichen, once partnered in a coal “business”. In fact, they had no staff, no equipment, no funds, and no actual business activities. They just accepted huge bribes that their father had obtained in exchange for his power.
"Not only the leader himself is being hunted, but also the leader's entire relatives and friends. This whole group will hunt you down. You can't control yourself." Yun Guangzhong said.
Fan Yifei, former deputy governor of the People's Bank of China, was born in August 1964 in Taixing, Jiangsu Province.
In November 2022, Fan Yifei was arrested and became the first "tiger" to be investigated after the 20th CPC National Congress. In April 2024, the first trial of Fan Yifei's bribery case was held.
The indictment alleges that from 1993 to 2022, Fan Yifei illegally accepted property totaling more than RMB 386 million, directly or through his specific relations.
"If a businessman sends money to my office, I won't take it. But if he gives it to my family in the form of stocks, that would be a different outcome. I've been thinking about it a lot," said Fan Yifei.
Gu Chunli was born in July 1957 in Jinzhou, Liaoning Province. He has served as secretary of the Tiexi District Committee of Shenyang City, Liaoning Province, secretary of the Anshan Municipal Committee, and vice governor of Jilin Province.
In August 2015, Gu Chunli was dismissed. The latest documentary revealed that he was investigated for serious violations of the spirit of the Central Committee's eight regulations and serious violations of discipline and law. In March 2017, Gu Chunli was sentenced to 12 years in prison.
The trial found that between 2002 and 2015, Gu Chunli accepted property from others directly or through his family on many occasions, totaling more than 43.65 million yuan.
"I never thought I would end up like this, and I regret it very much," Gu Chunli said. "As a government official and entrepreneur, if you don't do things that are 'close' and 'clean', you will be in trouble. This is the biggest lesson I've learned in my life."
Huang Xingguo, former acting secretary of the Tianjin Municipal Party Committee and former mayor of the Tianjin Municipal Government, was born in October 1954 in Xiangshan, Zhejiang Province.
Huang Xingguo was arrested in September 2016. In September 2017, he was sentenced to 12 years in prison. The trial found that from 1994 to 2016, Huang Xingguo directly or through others received property from relevant personnel totaling more than 40.03 million yuan.
The documentary mentioned that Huang Xingguo was found to have problems during the "follow-up inspection" period.
In 2014, when the central inspection team inspected Tianjin for the first time, Huang Xingguo was optimistic. He registered and handed over some not-so-expensive gifts, but secretly disobeyed the central government's major policies and decision-making arrangements, transferred the valuables he received, and even "made connections, paid homage, and looked for backers" in order to get promoted as soon as possible.
"After the first inspection, they made a 'comeback' the second time. This was a powerful move. Their ideals and beliefs were shaken, they started to make their own calculations, and their selfish desires expanded, and that's when problems arose," said Huang Xingguo.
Chen Shulong was born in November 1962 in Chaohu, Anhui Province. He was formerly a member of the Standing Committee of the Anhui Provincial Party Committee and Executive Vice Governor.
In November 2016, Chen Shulong was arrested. In April 2019, Chen Shulong was sentenced to life imprisonment.
The trial found that from 1994 to 2016, Chen Shulong illegally accepted property from relevant units or individuals directly or through specific persons with whom he had a special relationship, totaling more than 275.8 million yuan in RMB.
"If you want to be an official, don't try to get rich; if you want to get rich, don't be an official. Otherwise, you will end up like me, losing both your money and your life, and regretting it too late," said Chen Shulong.
