Liu Chang, a female Yi ethnic cadre born in the 1980s with a doctoral degree, is expected to serve as the new deputy mayor of a prefecture level city.
On September 10th, the Organization Department of the Liaoning Provincial Party Committee issued a public announcement of candidates for leadership positions. Among them, Liu Chang, the current Vice Chairman of the Benxi Municipal Committee of the Chinese People's Political Consultative Conference, Chairman of the Benxi Municipal Committee of the Zhigong Party, and Director of the Benxi Housing Provident Fund Management Center, is proposed to be nominated as the candidate for Deputy Mayor of a prefecture level city.
According to public information, Liu Chang, female, of the Yi ethnic group, was born in November 1980 and started working in July 2009. She holds a full-time graduate degree and a doctoral degree in engineering, and is a member of the Zhigong Party. She has served as the Deputy County Magistrate of Benxi Manchu Autonomous County, Deputy Chairman of the Zhigong Party Municipal Committee, Director of the Benxi Education Development Service Center, and Director of the Benxi Housing Provident Fund Management Center.

In January 2022, the first meeting of the 14th session of the Benxi Municipal Political Consultative Conference elected a new leadership structure, and Liu Chang was elected as the Vice Chairman of the Benxi Municipal Political Consultative Conference. According to the website of the Benxi Municipal Political Consultative Conference, Liu Chang assisted in managing the Population, Resources and Environment Committee.
