How can fiscal funds be so wasteful? | The people's sharp view is that if funds are taken, the project will be ruined
Recently, CCTV's Focus Interview exposed the problem of three livelihood projects in Changyuan City, Henan Province, involving more than 40 million yuan of central government funding, all of which have been abandoned, including a three-dimensional garage with fallen ashes, a kindergarten that is nowhere to be seen, and a "dead end road" that has not been repaired for over 200 meters.
The investment in people's livelihood must be taken from and used for the people, and money must be spent on the cutting edge to effectively safeguard and improve people's lives, promote convenience and benefit to the people, and enhance people's well-being. The lesson left behind is not profound, as the project funds were used for livelihood projects but turned them into frustrating unfinished projects.
Turning people's livelihood projects into popular projects requires in-depth research and good planning. These projects have been invested heavily and cost a lot of money, but after completion, they are shelved. One important reason is that there was no research to understand the needs of the people at the beginning of planning and construction, and inaccurate grasp of the actual situation, ultimately resulting in ineffective supply and decoration. Only by improving the scientific level of decision-making and planning, absorbing public opinion, gathering people's wisdom, seeking truth and pragmatism, making scientific decisions, and making reasonable plans, can we ensure that people's livelihood projects can withstand the test of history and the masses.
Livelihood projects must conform to public opinion and win the hearts of the people, and the key is to see practical results. The eyes of the masses are bright, and if they deviate from reality and engage in face saving projects, image projects, or projects that are not efficient or effective after construction, the masses will not accept them. To evaluate whether the relevant fiscal funds have played their due role, it depends on whether they have been implemented in promoting development, benefiting the people, and benefiting the people, and seeing changes. This requires strengthening the full chain and full process supervision of fund implementation and project implementation, and improving the accountability mechanism for image engineering, unfinished projects, etc.
Some livelihood projects have become "troublemaking projects" due to factors such as improper management and construction, lack of respect for reality, and "slapping the head" decision-making. This is more due to deviations in political performance views. A small number of people value personal fame, fortune, and short-term political achievements rather than doing practical and good things for the people in livelihood projects, and even have a mentality of "spending all the money without considering the results". The result is inevitably a waste of financial funds and damage to the interests of the people. Serious accountability should be pursued for those who have neglected their duties and responsibilities. If there are corruption issues such as accepting bribes and delivering benefits, they should be thoroughly investigated and severely punished.
The concept that fiscal funds are not the flesh of Tang monks, and those who indiscriminately abuse and extend their black hands will be punished must be continuously strengthened.
