The proposal and interpretation of the concept of "new quality productivity" provide important guidance for us to enhance new development momentum, build new engines of economic development, and shape new advantages of high-quality development.

Different from traditional productive forces, new quality productive forces have rich connotations. From the source, productivity is the ability to transform nature formed by the combination of people with labor ability and means of production; New quality productivity not only refers to labor capacity, but also includes innovation ability. From an economic perspective, new quality productivity is a productivity driven by technological innovation and in line with high-quality development. It is characterized by high efficiency and high quality, representing a new leap in the level of productivity development. From a sociological perspective, productivity is the ability of people to transform nature, and productivity is social productivity, also known as "material productivity". At different stages of social development, the level of productivity presents different qualitative states. New quality productivity is a new quality state presented by the development of society to a higher stage, and the level of productivity also develops and improves accordingly, manifested as having more development connotations, potential, and advantages. From a philosophical perspective, productivity is the summary and summary of the power of development and change. Productivity includes three elements: laborers, labor materials, and labor objects, as well as science and technology. The development and application of any of these elements will cause changes or even transformations in productivity. The combination of new production factors plays a decisive role in the formation of new quality productivity.

The key to the formation of new productive forces lies in promoting technological innovation. The core of shaping new productive forces lies in cultivating strategic emerging industries. Strategic emerging industries are new pillars and tracks that lead future development. Since the new era, China has attached great importance to the cultivation of strategic emerging industries, bravely opened up new fields and tracks, accelerated the construction of pillar industries, and achieved a series of new breakthroughs in the field of strategic emerging industries, releasing strong production momentum. At present, the cumulative production of new energy vehicles in China has exceeded 20 million units, the global proportion of newly installed industrial robots has exceeded 50%, the scale of the ultra high definition video industry has exceeded 3 trillion yuan, and the first batch of national strategic emerging industry clusters has reached 66, demonstrating the unique advantages of a good industrial foundation and large market demand.
