Developing a new type of rural collective economy (according to the governance)
The report of the 20th National Congress of the Communist Party of China proposed to "consolidate and improve the basic rural management system, develop a new type of rural collective economy, develop new types of agricultural management entities and socialized services, and develop moderate scale agricultural operations." In recent years, Hanjiang District of Yangzhou City, Jiangsu Province has adhered to the leadership of strengthening grassroots party building work in rural areas, with the goal of increasing village level collective income and promoting common prosperity for farmers, and continuously promoted the development and growth of rural collective economy.
The organizational advantage of the Party is the key to consolidating the joint efforts of strengthening villages and enriching the people. Optimizing organizational settings is conducive to enhancing the leadership role of grassroots party organizations. We insist on making "strengthening party building to increase income" the "top priority project" of party committees at all levels, and have successively issued six rounds of support policies, one tackling plan per year, and one year after another. Starting from economically weak villages, we have selected 96 first secretaries from 6 batches for precise assistance, and achieved the goal of collective operating income exceeding one million in each village by 2022. Practice has proven that with the focus on enhancing organizational strength, improving grassroots organizations, and innovating activity methods, the advantages of the Party's organization can be transformed into development advantages, continuously injecting vitality into the development of rural collective economy.
Industrial revitalization is of utmost importance in rural revitalization. Optimizing the industrial environment is essential to enhance the competitiveness of rural industries. We adhere to implementing policies tailored to each village, and develop a village level collective economic development implementation plan based on the principle of "one town, one street, one plan". We establish a comprehensive party committee for the modern agricultural industry chain, coordinate the development needs, departmental resources, and action projects of agriculture and rural areas in the entire region, break down the boundaries of villages, towns, and even regions, and set up special reward funds to encourage the co cultivation and benefit sharing of industries between villages. Supporting the development of various business formats such as property leasing and enclave economy also helps to promote the expansion of rural collective economy into the entire agricultural industry chain, and extends to leisure agriculture, agricultural tourism integration, and other aspects. Adapting to local conditions and complementing advantages, we will deepen the integration and development of the primary, secondary, and tertiary industries in rural areas, providing a more solid foundation for increasing the income of village collectives and farmers.
The key to promoting comprehensive rural revitalization lies in people. Optimizing the talent mechanism is essential for selecting, retaining, and nurturing talents for rural revitalization. We have established a professional management system for village party organization secretaries, linking the effectiveness of promoting income growth with the training and selection of village party organization secretaries, and continuously building a strong team of rural leaders. At the same time, formulate and implement an action plan for local talents, build a local talent museum, and build a platform for them to work hard and start businesses. In addition, it is also clear that district level government departments, district owned state-owned enterprises, and 60 key village level collective economic development villages are paired for assistance. To further accelerate the development and growth of rural collective economy, it is necessary to increase talent cultivation efforts, allocate various resources and forces around talents, and encourage various talents to demonstrate their skills in the vast rural areas.
Reducing the burden on village level collective economy can help enhance its development momentum. Since 2022, Hanjiang District has allocated a total of over 23 million yuan in village level debt resolution bonus funds, achieving "no non operational debts in villages"; In 2023, a list of 12 responsibilities for reducing the burden on villages will be issued to loosen the constraints on village level organizations. At the same time, we will establish an information platform for the management of rural "three assets" to ensure clear and refreshing income and expenditure, and clear understanding of the public. Strengthening guarantees in terms of debt, affairs, finance, and other aspects, continuously reducing burdens and increasing efficiency at the grassroots level, is necessary for Party members and cadres to relax their hands and start businesses, use more time and energy to implement and seek development, and continuously promote the rural collective economy to a new level.
