In recent years, China has attached great importance to the work of high skilled talents, and policies such as the "Opinions on Strengthening the Construction of High skilled Talent Teams in the New Era" have been successively introduced. The training, use, evaluation, and incentive systems for skilled talents have been continuously improved, and the construction of skilled talent teams has entered the "fast lane".
What is the overall situation of building a high skilled talent team in China at present? What beneficial explorations have been made by various regions and departments? How to cultivate and cultivate more high skilled talents? The reporter conducted a research interview.

Using two threads to withstand a pulling force of 500 tons, we are launching a challenge to the new record of being the world's number one crane for all terrain cranes. This is a project led by Meng Wei, a senior technician at Xuzhou Heavy Machinery Co., Ltd. of XCMG Group.
In March last year, the Ministry of Human Resources and Social Security issued the "Opinions on Improving the Vocational Skill Level System for Skilled Talents in the New Era", which extended the original five skill levels to eight levels, forming a "new eight level worker" vocational skill level sequence from apprentices and junior workers to special level technicians and chief technicians. Meng Wei is one of the first batch of special level technicians in Jiangsu.
As a technical backbone who grew up from the front line, Meng Wei, who is 41 years old, obtained the Advanced Technician Skill Level Certificate more than 10 years ago. Standing at the "peak" of the skill level system at that time, he still pondered, "How should we move up the career path in the future?"
Once, the career ceiling was not high enough, which restricted the growth of many frontline workers.
At Nanjing Iron and Steel Group, 52 year old steel rolling worker Sun Xiuhua also has this feeling. In 2010, he became a senior technician and was one of the most skilled workers in the factory, but his promotion opportunities were limited. Unless he transferred to a management position, his career development had already reached its peak.
With the pilot implementation of the "New Eight Level Worker" system in Jiangsu, high skilled talents such as Meng Wei and Sun Xiuhua have broader career development opportunities.
Meng Wei recalled that last year he received a notice from the company encouraging workers who have obtained a senior technician level certificate for at least 5 years and have outstanding performance in frontline positions to actively apply for special level technicians. "I registered as soon as possible." At that time, the first intelligent production line for components in the industry led by him in design and manufacturing had already been put into operation, increasing production efficiency by three times.
How to evaluate a "top technician"? According to the Opinion, the human resources and social security department shall guide the employer to develop an implementation plan, and the employer shall organize evaluation, public announcement and approval, and appointment and employment.
"The evaluation is conducted through comprehensive evaluation methods such as material review, on-site inspection, on-site reporting, and defense." XCMG Group's on-site evaluation expert Wang Xiaofei told reporters that there were a total of 39 employees who applied for the first batch. The expert group reported them to the Jiangsu Provincial Department of Human Resources and Social Security in order of comprehensive evaluation scores. After review and recognition, Meng Wei and three other employees obtained the first batch of special level technician certificates.
"The evaluation system focuses on industry reality and leans towards important skill positions." Zhong Chongbo, director of Nanjing Iron and Steel Training Center, told reporters that to ensure objectivity and fairness, in addition to our own expert team, the group also invited third-party units to jointly assess.
After being rated as a top-level technician, the treatment of relevant skilled personnel has significantly improved.
"My current income is second only to the main person in charge of the branch, which is not only a material reward, but also a spiritual motivation," Meng Wei said. At Nanjing Iron and Steel Group, employees who obtain intermediate and advanced skill level certificates will receive a one-time reward of 2000 yuan for each level of advancement, and a special technician reward of 8000 yuan, with corresponding salary levels raised.
At Nanjing Zhongdian Panda Group, highly skilled talents who become special level technicians can enjoy the treatment of middle-level management personnel in the enterprise. After obtaining the level of chief technician, the treatment will also be improved. Shen Jian, the person in charge of the China Electronics Panda Skill Level Certification Center, introduced that the group will link skill level assessment with promotion channels and salary benefits, achieving more skilled individuals.

Yao Jianbo, a senior technician at the Electronic Device Research Institute of Nanjing Sanle Group Co., Ltd., a subsidiary of Zhongdian Panda, introduced that this year the company has newly established a "Technology Center" to solve cutting-edge technologies and common problems. As the leader of the Skills Master Studio, he has more opportunities to participate in key scientific research projects.
"If my master is rated as a special level, I have even more ambition!" said Li Yingjie, a post-00s technician who followed Meng Wei to study two tooth threads. He studied technology seriously in the company, improved and designed a drainage valve, and put it into use. Like Hou Jia, many of his classmates can also rotate in various positions and find suitable directions for themselves.
"The integration of industry and education is an inevitable requirement for vocational education, and through our training, students can have competitiveness upon graduation and achieve dual career success." Su Xuyong, Secretary of the Party Committee of Jinan Vocational College, introduced that the school will integrate school enterprise cooperation throughout the entire training process, highlighting the main position of enterprise education, and the school enterprise cooperation community is well-known and practical.
What roles can enterprises play? Su Xuyong introduced that enterprises and schools jointly develop advanced teaching materials, with typical job tasks and required professional abilities of enterprise positions as the main content, and "job course competition certification" integrated into the teaching materials.
The assessment and evaluation are mainly focused on enterprises. Jinan Vocational College has established an examination committee in cooperation with industry enterprises. The skills exam is based on the real tasks of the enterprise and tests the quality of training.
This year's recruitment season, Hou Jia is not nervous. One week after graduation, he started working at Fuji Automobile and became a newly hired "veteran employee", playing an important role in practical training.
At the Engineering Training Center of Jinan Vocational College, an intelligent production line occupies a place, which is a real production line jointly invested and constructed by enterprises and schools, equipped with the most advanced digital twin technology. "Students can solve most of the practical problems encountered in factories through practical training here, and seamlessly integrate into smart factories," said Su Xuyong.
Although it's summer vacation, the engineering training center is very lively, and students preparing to participate in the National Vocational College Skills Competition are nervously preparing for the competition. Three team members from the "Aircraft Engine Disassembly, Debugging, and Maintenance" competition will bend, cut, and weld aircraft panels according to the appropriate dimensions according to the drawings.
"The environment and intensity of participating in vocational skills competitions are an important platform for cultivating vocational skills talents. At present, the 45 majors of Jinan Vocational College have achieved a good match with the "Top 10" industrial clusters in Shandong Province. For example, closely connecting with the development needs of new energy vehicles in Jinan, Jinan Vocational College established the Intelligent Connected Vehicle Technology major two years ago. In the first half of this year, the added value of Jinan's automobile manufacturing industry increased by 72.8% year-on-year, and the number of automotive engines increased by 49.6%, indicating a stronger demand for skilled personnel.

Each device here has over 4500 components, with the heaviest die weighing 25 tons and the smallest diameter being less than 5 millimeters. To ensure the normal operation of the equipment, the joint error between precision core components must be controlled within 0.003 millimeters, and the assembly process must not tolerate any errors. In the "Skills Master Studio" of the enterprise, Xie Kaipeng's mentor Lin Jiebo follows his installation actions through the "Digital Intelligent Management Platform". When encountering technical difficulties, Lin Jiebo can provide online guidance and find the best solution.
"Lin Jiebo is our electrician special level technician and the technical backbone of the company's' digital intelligence 'transformation." Yang Yingjie, the person in charge of the human resources department of Jinming Precision Machinery Company, introduced that 15 years ago, Lin Jiebo graduated from a vocational college and grew in multiple technical positions. He was appointed as an electrician special level technician last year. In May of this year, he successfully applied for the "Shantou Skills Master Studio". Xie Kaipeng is an experienced technician in the company, and he is both a mentor and a partner with Lin Jiebo. When delivering company equipment to users, Lin Jiebo often provides guidance, and Xie Kaipeng completes the installation.
For over 30 years, Jinming Precision Machinery Company has undergone an evolution from fully manual to semi automated and "digital" production. "In the face of the 'digital intelligence' transformation, whoever gathers high skilled talents first can occupy more development advantages," said Yang Yingjie.
To fill the gap in skilled talents, Jinming Precision Machinery Company has coordinated with the human resources and social security departments, technician colleges, and other units in Shantou City to jointly finalize training programs with the goal of meeting the needs of enterprise talents, and implement a new apprenticeship training model of "joint training of enterprises, schools, and double teachers". It is reported that enterprises will select outstanding skilled talents as their mentors, and technical colleges will also assign professional teachers to apprentices. Both parties will work together to build a training platform that closely combines theory and practice, and jointly carry out teaching and training. After registration screening, a total of 37 employees of Jinming Precision Machinery participated in the training of the new apprenticeship system in the enterprise.
"The company and Shantou Technician College have developed a training plan for me, which includes both theoretical learning and practical job experience. The guidance teacher will start with the most basic principles." Xie Kaipeng said, following his mentor Lin Jiebo while working and learning, he can ask questions and solve problems at any time. In the past, he felt that the "mathematical intelligence" knowledge of seeing flowers in the mist was constantly mastered through the mentor's words and deeds.
"Through practical learning, the first batch of 37 students are already capable of handling most of the on-site technical work." Yang Yingjie introduced that as Xie Kaipeng grew, when delivering equipment to users, Lin Jiebo only needed remote guidance and could devote more energy to research and development innovation.
In recent years, the transformation and upgrading of Guangdong's manufacturing industry has accelerated, with new technologies and formats constantly emerging. Further deepening the cultivation of skilled talents to meet the needs of industrial development has become a new topic.
In August of this year, the Department of Human Resources and Social Security and the Department of Finance of Guangdong Province jointly issued the "Management Measures for Vocational Skills Training Subsidies in Guangdong Province", which specifies that new apprenticeship training in enterprises will be subsidized at a rate of 5000-8500 yuan per person per year. At the same time, in order to accurately match talent cultivation with industry needs, the Guangdong Provincial Department of Human Resources and Social Security has also launched a "Industry Education Evaluation" skill ecosystem construction docking activity, promoting a new form of "job+training" apprenticeship employment, and building a "Industry Education Evaluation" skill ecosystem guided by industry job standards, based on college talent cultivation, and linked by skilled talent evaluation. The first batch of "job+training" apprenticeship programs will provide 103000 apprenticeship positions, promoting the two-way flow of skilled talents and industries.
