Central Commission for Discipline Inspection website: Strike those who violate discipline by exposing their heads
Recently, the Hunan Provincial Commission for Discipline Inspection and Supervision publicly reported on the serious violations of discipline and law by 11 party members and cadres in Shaoyang City. Among them, Yang Qifan, former deputy secretary of the Beita District Party Committee and former director of the United Front Work Department of the District Party Committee, went from violating discipline to committing crimes, with a serious nature, a bad impact, and a painful lesson. Yang Qifan and others lack discipline and law, are plagued by privileged thinking, and have serious behavior in the martial arts world. This is a typical case that combines violations of the spirit of the Central Eight point Regulations and illegal activities. It reflects that a small number of party members and cadres, under the high-pressure situation of the Party Central Committee and party organizations at all levels emphasizing work style construction, still act their own way and lack respect. Serious investigation and public notification of this issue have once again sounded the alarm for the vast number of party members and cadres. In the face of discipline and rules, no one can take chances or engage in special activities. The red line of discipline and law is a high-voltage line, and whoever touches it will be electrocuted.
Organizing gatherings and drinking under the guise of "reporting work" in violation of regulations is a typical case of knowingly committing a crime and harboring a sense of luck. After investigation, on the evening of June 2, 2022, Zhang Yiping, then member of the Standing Committee of the Beita District Committee and Director of the District Committee Office of Shaoyang City, illegally organized Yang Qifan, then Deputy Secretary of the Beita District Committee and Minister of the United Front Work Department, and others to have a meal and drink at an internal venue of a private enterprise under the pretext of reporting work. The connection between "reporting work" and "internal venues of private enterprises", which is not reasonable, is actually to cover up the purpose of "gathering for meals and drinking", exposing the psychology of organizers and participants who knowingly violate, evade supervision, and have a sense of luck. Organizing and participating in gatherings and drinking in violation of regulations has already violated the spirit of the Central Eight point Regulation and local regulations such as "strictly prohibiting drinking on weekdays", and also laid the groundwork for Yang Qifan's drunk driving that night. This once again proves that "breaking the law starts with breaking discipline", and only by adhering to the bottom line of discipline can we stay away from the legal red line.
After being caught driving under the influence, someone was found to be behind the scenes, revealing a lack of discipline and a serious sense of privilege. Party members and leading cadres should have taken the lead in complying with laws and regulations, but after Yang Qifan was caught driving under the influence of alcohol by the police on duty, his first thought was to seek help to "settle the situation". As a senior police officer at the fourth level of Shaoyang Traffic Police Detachment, Luo Wenzhong violated regulations by greeting and going to the scene to "help". Four party members and leading cadres also rushed to the scene, knowing that Yang Qifan's drunk driving was suspected of illegal activities, and even participated in finding someone to "top the bag", fully exposing his weak legal awareness and serious privilege thinking. The party members and leading cadres who participated in this matter have all been dealt with seriously, which is truly self inflicted. Party members and leading cadres who exercise privileges will ultimately only harm themselves and others.
Party members and cadres organize and participate in eating and drinking in violation of regulations. On the surface, it seems that they have not restrained their mouths and legs, but in essence, they have not restrained their hearts. Party members and cadres should take it as a warning and learn from it. They should deeply understand that the Central Eight point Regulations are long-term effective iron rules and hard bars, and are the basic requirements that Party members and cadres must achieve. They should consciously maintain a clear mind, always have respect and be resolute, and sublimate from "not daring" to "not wanting". We must firmly establish a correct view of power, adhere to the principles of fair and lawful use of power, clean and honest use of power, and use power for the benefit of the people. We must correctly handle the relationships between public and private, right and wrong, and situation and law. We must not play with privileges, engage in brotherly loyalty and social customs, and violate principles to help others in peace. Otherwise, not only can we not help others "settle things", but we can also "cause trouble" for ourselves.
Party organizations and disciplinary inspection and supervision organs at all levels should accelerate and implement the construction of disciplinary work style, resolutely maintain the authority and seriousness of discipline, achieve true and strict management, dare to manage and be strict for a long time, let iron rules give rise to power and iron discipline exert force. For those who do not show respect, violate discipline, or show privileges, they should be exposed, investigated and dealt with strictly, and reported to the public, releasing a strong signal that discipline will become stricter in the future, and continuously leading the construction of work style towards deepening.
