The top-level design of network security is constantly improving
On June 1, 2023, the sixth anniversary of the implementation of the Cybersecurity Law. This fundamental law in the field of cybersecurity in China has made clear provisions on personal information protection, governance of online fraud, and implementation of the real name system, becoming an important milestone in the construction of the rule of law in China's cyberspace.
In recent years, China has accelerated the top-level design in the field of cybersecurity. Based on the in-depth implementation of the Cybersecurity Law, it has formulated and improved strategic plans, laws and regulations, and standard specifications related to cybersecurity. The "four pillars and eight pillars" of cybersecurity have been basically established.
Promulgate laws and regulations such as the Data Security Law, the Personal Information Protection Law, and the Regulations on the Security Protection of Key Information Infrastructure, as well as policy documents such as the Several Provisions on the Management of Automotive Data Security and the Interim Measures for the Management of Generative Artificial Intelligence Services, to ensure that network security work operates on a legal track; More than 300 national standards for cybersecurity have been formulated and released, significantly enhancing China's international discourse power and influence in cybersecurity standards.
Establish a security protection system for critical information infrastructure, a network security review system, and a cloud computing service security evaluation system, and issue the "Network Security Review Measures" and "Cloud Computing Service Security Evaluation Measures" to effectively prevent and resolve supply chain network security risks; Introduce the "Measures for Security Assessment of Data Export" to enhance the level of national data export security management.
Establish a sound network security emergency response mechanism, implement the National Network Security Incident Emergency Plan, and build a "one country one game" work system, forming a strong joint force to maintain network security.
Integrated development of network security education, technology, and industry
The development of the internet information industry cannot be achieved without a high-level professional talent team.
In recent years, various regions and departments have introduced a series of policy measures to promote the acceleration of the construction of network security disciplines and the process of talent cultivation.
In 2016, six departments jointly issued the "Opinions on Strengthening the Construction of Network Security Discipline and Talent Training", promoting the construction of network security discipline majors and departments, and innovating the mechanism for cultivating network security talents. Establish a first level discipline on cybersecurity and implement a demonstration project for the construction of a first-class cybersecurity college. At present, more than 60 universities have established cybersecurity colleges, and more than 200 universities have established undergraduate majors in cybersecurity.
The Central Cyberspace Administration, in conjunction with relevant departments, guides the construction of a national cybersecurity talent and innovation base in Wuhan, actively exploring new mechanisms and models for the integration and development of cybersecurity education, technology, and industry; The Ministry of Industry and Information Technology and Beijing jointly build a national cybersecurity industrial park, with a focus on promoting the agglomeration and development of the cybersecurity industry and breakthroughs in core cybersecurity technologies; The first cross provincial and national level cybersecurity industrial park in China has landed in Chengdu Chongqing, creating a highland for leading the innovative development of the western cybersecurity industry.
The process of cultivating cybersecurity talents in China is constantly accelerating, with steady improvement in technical capabilities and rapid development of the industrial system. A virtuous ecosystem of talent cultivation, technological innovation, and industrial development is accelerating.
The awareness and protection skills of national cybersecurity continue to strengthen
The Internet reaches hundreds of millions of people and connects the hearts and minds of the Party and the people.
Focusing on the issue of illegal and irregular collection and use of personal information such as mandatory authorization and excessive claims, since 2019, the Central Cyberspace Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Regulation have jointly launched a special campaign to crack down on the illegal and irregular collection and use of personal information on apps, effectively deterring illegal and criminal activities.
Starting from May 2021, relevant departments will carry out centralized management of illegal activities such as camera peeping and trading of personal privacy videos that infringe upon the privacy of citizens. They will urge various platforms to dispose of relevant illegal and harmful information, remove illegal products, and effectively safeguard the legitimate rights and interests of the people.

Since 2014, the National Cybersecurity Awareness Week has been held nationwide for 9 consecutive years, widely promoting activities such as network security in government agencies, enterprises, schools, and communities.
