According to public data, Zhang Weiguo, male, Yi nationality, born in July 1965 in Ninglang, Yunnan Province, joined the CPC in April 1985 and started working in July 1985. He graduated from the Central Party School with a major in economic management and a university degree.
Zhang Weiguo worked in the tobacco system in his early years. He served as the manager of Yunnan Tobacco Lijiang City Company, secretary of the Party Committee, and director of the Tobacco Monopoly Bureau. In February 2008, he became the deputy mayor of Lijiang City. In September 2015, he became a member of the Standing Committee of Lijiang City Committee and Minister of United Front Work. In March 2016, he was elected as the chairman of the Lijiang Municipal Political Consultative Conference.
It is worth mentioning that on September 10th, two days ago, Jin Guangshan, who had previously served as a member of the Standing Committee and Secretary General of the Lijiang Municipal Party Committee, voluntarily surrendered. Both of these individuals had worked with Cui Maohu, who was then the Secretary of the Lijiang Municipal Party Committee and later served as the former Deputy Minister of the Central United Front Work Department and the former Director of the State Administration of Religious Affairs.
Jin Guangshan has been working in Lijiang for a long time. He has served as the Deputy Secretary and Mayor of the Gucheng District Committee of Lijiang City, as well as the Secretary of the Gucheng District Committee. In May 2016, he was appointed as the Secretary General of the Lijiang Municipal Party Committee and the Secretary of the Municipal Government Work Committee. Four months later, he joined the Standing Committee of the Lijiang Municipal Party Committee. In September 2021, he joined the Standing Committee of the Lijiang Municipal People's Congress and was elected as the Deputy Director of the Standing Committee of the Lijiang Municipal People's Congress in February 2022.

He served as the Deputy Minister of the Organization Department of the Yunnan Provincial Party Committee and also served as the Director and Party Secretary of the Provincial Department of Human Resources and Social Security. In May 2017, he was appointed as the Secretary of the Lijiang Municipal Party Committee. In May 2021, he was appointed as the Deputy Governor and Party Member of the Yunnan Provincial Government. In November 2021, he was appointed as a member and Secretary General of the Yunnan Provincial Party Committee. In June 2022, Cui Maohu was transferred to the position of Deputy Minister of the United Front Work Department of the Central Committee and Director of the State Administration of Religious Affairs.
In March 2023, Cui Maohu was investigated and in August he was "double opened".
After investigation, Cui Maohu lost his ideals and beliefs, abandoned his original aspiration and mission, lacked political consciousness, did not resolutely implement the decisions and deployments of the Party Central Committee, illegally occupied farmland for political performance projects, failed to fulfill the main responsibility of comprehensive and strict governance of the Party, and deliberately opposed organizational review; Dingfeng violates the spirit of the central eight point regulations, indulges in extravagance and pleasure, and accepts long-term arrangements for banquets, tourism, and other activities that may affect the fair execution of official duties; Not reporting personal matters in accordance with regulations, not truthfully explaining issues during organizational conversations, and illegally selecting and appointing cadres; Violating regulations by accepting gifts and gifts, indulging and tacitly allowing relatives and other specific relationships to use their position to influence and coordinate the contracting of business profits, and engaging in power and money transactions; Violation of regulations and interference in judicial activities; Without any disciplinary bottom line, taking advantage of one's position to seek benefits for others in engineering contracting, cadre appointment, etc., and illegally accepting huge amounts of property.
On September 4th, Xinhua News Agency announced that Cui Maohu, former deputy minister of the Central United Front Work Department and former director of the State Administration of Religious Affairs, was suspected of accepting bribes. The investigation by the National Supervisory Commission has been concluded and transferred to the procuratorial organs for review and prosecution. Recently, the Supreme People's Procuratorate made an arrest decision against Cui Maohu on suspicion of bribery in accordance with the law. The case is being further processed.
In addition to the two individuals mentioned above, multiple government officials in Lijiang City have been investigated recently.
