Beijing, September 15th (Xinhua) - As the eighth lunar month approaches, autumn crops across the country have entered the harvest season and begun to be listed one after another. Relevant departments are demanding that all regions effectively carry out autumn grain procurement work.
On the 15th, it was learned from the State Administration of Grain and Material Reserves that autumn grain has gradually entered the harvest season nationwide, and mid to late season rice has been sporadically listed. Autumn grain production accounts for three-quarters of the annual grain production, involving a variety of varieties, covering a wide range of regions, and a long time span, making it the main source of grain purchases throughout the year. The State Administration of Grain and Reserve pointed out that various regions should comprehensively consider the production situation, market trends, and weather changes of key varieties such as rice, corn, and soybeans, and formulate contingency plans to meet the needs of farmers for grain sales; Deepen cooperation in grain production and sales, guide various entities to actively enter the market, and ensure that "there are people to collect grain, money to collect grain, warehouses to collect grain, and vehicles to transport grain"; Coordinate and promote the allocation of grain sources, reserve rotation, and production sales linkage, and ensure the supply and price stability of grain; Strictly control the quality control and strictly prohibit grain that does not meet food safety standards from entering the grain market and food production enterprises.
The National Development and Reform Commission, the State Administration of Grain and Reserve, the Ministry of Finance, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the People's Bank of China, the State Administration for Market Regulation, the State Administration of Financial Supervision and other departments jointly issued a notice recently, calling for accelerating the construction of a market-oriented financing support mechanism for grain procurement, actively building a platform for bank enterprise cooperation, and consolidating and improving the effectiveness of using the credit guarantee fund for grain procurement loans; Give full play to the role of the State Council's mechanism for ensuring smooth logistics, and strengthen the connection between the demand for grain railway, highway, and waterway transportation and the supply of transportation capacity; China National Grain Reserves Corporation should prepare for policy based acquisitions and effectively play the role of policy support.
The notice emphasizes increasing law enforcement and supervision efforts, expanding channels for public complaints and reports, and seriously investigating and punishing illegal and irregular issues such as "rotating grain", "using Chen to replace new", "receiving first and then transferring", "false purchases", "grading and price reduction", and "failure to clearly mark prices according to regulations", in order to firmly adhere to the bottom line that farmers can sell their crops.
