According to the official resume, Kong Lingdong was born in December 1970 in Wuwei, Gansu. He has served as the Director and Party Secretary of the Development and Reform Commission of Xining City, Deputy Mayor of Haidong City, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of Xining Economic and Technological Development Zone, Standing Committee Member of the Xining Municipal Party Committee, Executive Deputy Secretary of the Party Working Committee of Xining Economic and Technological Development Zone, and Executive Deputy Director of the Management Committee. In 2021, he was appointed as the Deputy Secretary and Mayor of Xining Municipal Party Committee.
In January 2023, Kong Lingdong was dismissed from his position as Deputy Secretary of the Xining Municipal Party Committee and Mayor. On January 19th, he announced that he had been investigated.

Kong Lingdong seriously violated the political discipline, organizational discipline, integrity discipline, and work discipline of the Party, constituted serious violations of his duties, and was suspected of accepting bribes. He did not restrain himself or stop after the 18th National Congress of the Party, and his nature was serious and his impact was severe. He should be dealt with seriously.
According to the Regulations of the CPC on Disciplinary Punishment, the Supervision Law of the People's Republic of China, the Law of the People's Republic of China on Administrative Punishment of Public Officials and other relevant provisions, after the discussion of the meeting of the Standing Committee of the Qinghai Provincial Commission for Discipline Inspection and the meeting of the Standing Committee of the CPC Qinghai Provincial Committee, and after the deliberation of the meeting of the Standing Committee of the Central Commission for Discipline Inspection, it was reported to the Central Committee of the Communist Party of China for approval, and it was decided to give Kong Lingdong the punishment of expulsion from; He shall be dismissed from public office by the Qinghai Provincial Supervision Commission; Terminate the representative qualifications for the 14th Party Congress of Qinghai Province and the 15th Party Congress of Xining City of the Communist Party of China; Confiscate their illegal gains from disciplinary violations; Transfer the suspected criminal issues to the procuratorial organs for legal review and prosecution, and transfer the involved property together.
Kong Lingdong was a member of the 14th Qinghai Provincial Committee. Article 42 of the Constitution of the CPC stipulates that the punishment of removing members and alternate members of local committees at all levels from their posts within the Party, staying in the Party for inspection or being expelled from the Party must be reviewed by the standing committee of the discipline inspection committee at a higher level, and the discipline inspection committee at that level shall report to the Party committee at the same level for approval.
