An article from the People's Liberation Army Daily: The Treatment of "Laughing Bureaucracy"
Recently, a leader of a certain department sternly pointed out at a lecture that some officers and soldiers who come to work in government agencies may encounter situations where "the door is easy to enter, the face is beautiful, the words are pleasant, but the matter is still difficult to handle", and clearly stated that this "smiling bureaucracy" must be faced and promptly eliminated.
Laughing bureaucracy often appears in an easily acceptable form, with an attitude that is not sincere and a tone that is not gentle. Some government officials, on the surface, listen attentively and patiently record the urgent and difficult issues reported by officers and soldiers, saying "inform superiors as soon as they receive feedback", but as a result, they sink into the sea and remain unresolved; Some people tend to be friendly while dealing with simple and complex tasks, procrastinating on immediate tasks, and avoiding conflicts. In fact, compared to the "cold faced bureaucracy" of "difficult to enter, ugly face, difficult to talk about, and difficult to handle", the soft nail of "smiling faced bureaucracy" is equally heartbreaking and harmful. While affecting the sense of achievement of officers and soldiers, it can also cause conflicts between the government and grassroots, damage the credibility and cohesion of the organization.
"Laughing bureaucracy" ultimately refers to a misplaced view of political achievements and a lack of sense of responsibility. Advocating practical work and emphasizing implementation are the basic qualities and work style that Party members and cadres must possess, and are also their responsibilities. We should take the initiative instead of pushing and blocking others, and use the mass line instead of bureaucrats to act. We should truly care about the urgent difficulties and hopes of officers and soldiers, take practical actions, sincerely serve, help difficulties, and truly solve them. In solving problems, we should improve our work style, win the hearts of soldiers, and truly promote the construction of the combat effectiveness of the army.
